Limited Sources Justification Award: Notice Information Solicitation: SAQMMA15Q0300 Delivery Order: SAQMMA15F4103 Agency/Office: Office of Acquisitions Location: Acquisition Management Title: 99 -- Armored Vehicles Contract Award Date: September 30, 2015 Contract Award Dollar Value: $1,060,650.000 Description: The U.S. Department of State Office of Acquisition Management has issued a Sole Source Award to Lenco Industries, Inc. Pittsfield, MA for the acquisition of three (3) armored assault vehicles that meet U.S. Department of State Level E ballistic specifications. The Lenco BearCat is capable of carrying ten (10) people and it is already being utilized by the U.S. Department of State in missions overseas. The Lenco BearCat armored vehicle is built on a F550 Ford Chassis with a 19,000 lbs gross vehicle weight. The procurement of these unique vehicles are required to improve security for movement of personnel in Erbil, Iraq. This procurement was executed by utilizing Lenco GSA contract GS-07F-0390M. Each Lenco BearCat Product number BC55003 will come with the following options: Diesel engine, Run-Flat tires (6), AC-DC Power Invert 3,600 Watt w/Battery Charge Feature, Back up Camera System with Monitor, Front-mounted Electric Power Winch; Advanced BI MRAP Gunner's Seat, 7" Vertical Gun Port, Explosive Gas Detection System, Supplemental Floor Armor/Blast Shield, Intercom System, Inside to Outside, Radio Package for Internal Communication, Rear A/C-Heating System with Electric Fans, 3 Roof Mounted Remote Control Spot Lights, and Thermal Image and Color Camera with shipping to Springfield, VA. Lenco is the only source for this very unique armored vehicle system. The statutory authority permitting other than full and open competition is 10 U.S.C. 253 (c) (1). FAR 6.302-1, only one responsible source and other supplies or services will satisfy the agency's requirements. The Justification and Approval is attached.
