Introduction This is a SOURCES SOUGHT SYNOPSIS only. There is an emergent need for the provision of these services. The purpose of this notice is to conduct market research, obtain information from qualified businesses, and attempt to identify a capable small business for a possible small business set aside.. No proposals or quotes are being requested or accepted with this announcement. No Telephone calls shall be accepted as a response to this notice. The Department of Veteran Affairs, Network Contracting Office 9, is seeking qualified small businesses, including Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, 8(a) firms, HubZone Business, and Small Business firms with the availability and capability of providing Board Certified/Board Eligible Emergency Medicine physicians onsite at the Tennessee Valley Healthcare System (TVHS) VA Medical Center located at 1310 24th Avenue, South; Nashville, TN 37212-2637. The VA is looking for a small business who has qualified providers who are immediately available. The VA is considering a sole source procurement to a small business who has qualified providers who are immediately available (after completion of credentialing). Please see the requirements below: Requirements: Services Provided: The Contractor shall provide Board Certified/Board Eligible Emergency Medicine Physicians on-site 7 days a week availability to cover the evening shift from 10 p.m. until 7 a.m. the following morning at the TVHS VA Medical Center located at 1310 24th Avenue, South; Nashville, TN 37212-2637. These physicians will provide Emergency Department Physician Services on-site in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA). A contractor providing on-site emergency department physician services must meet or exceed the American College of Emergency Physician Guidelines http://www.ACEP.org/ Place of Performance: Contractor shall furnish services at the TVHS VA Medical Center located at 1310 24th Avenue, South; Nashville, TN 37212-2637. Authority: Title 38 USC 8153, Health Care Resources (HCR) Sharing Authority. Term: The requirement is for a six (6) month period with a possible extension of up to six months. A long-term follow-on contract is expected to be solicited in the near future. QUALIFICATIONS: License - Contract physician(s) assigned by the Contractor to perform the services covered by this contract shall have a current and unrestricted license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia. SPECIAL NOTE: For procurements that require a Drug Enforcement Agency (DEA) registration, contract providers must have a medical license and be individually registered with the DEA. All licenses held by the personnel working on this contract shall be full and unrestricted licenses. Contract physician(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract. Board Certification - All physicians must be currently certified in Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), or equivalency. All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of contract performance. All physicians shall be Board Certified or Board Eligible emergency medicine physicians, or shall be internal medicine or family practice physicians with at least 2 years of current emergency room practice experience. HOURS OF OPERATION VA Business Hours: The TVHS Nashville Campus VA Medical Center (1310 24th Avenue, South; Nashville, TN 37212-2637) Emergency Department is open 24 hours a day, 7 days a week, every day of the year. Work Schedule: Contract coverage of one (1) FTEE minimum Sunday to Saturday from 10:00pm until 7:00am (7 days a week coverage). Contract Physicians shall be available and present in the Emergency Department during hours of responsibility at TVHS VA Medical Center located at 1310 24th Avenue, South; Nashville, TN 37212-2637, which will be established, and may be revised, as deemed appropriate for patient care by the Chief of Staff Interested parties should respond to the Contracting Officer, Curtis Cardoza by e-mail at curtis.cardoza@va.gov with the subject line "Sources Sought Notice# VA249-16-N-0184 by 19 January 2016 at 1:00 p.m. Central Time. Interested parties should submit a capability statements AS WELL AS PROVIDE COPIES OF THE CV OF PROPOSED CANDIDATES WHO ARE IMMEDIATELY AVAILABLE, and provide proposed rates for each candidate. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a sole source set aside is possible for this requirement. NAICS code 621111 and size standard is $11.0 million is applicable to this procurement action. Interested qualified small business firms responding to this announcement should include the following information: (1) A tailored capability statement indicating the firm's ability to provide Emergency Department Emergency Medicine Physicians to the location identified above; and (2) Name, address, phone #, and point of contract for your firm; and (3) The firm's DUNS Number; and (4) ORCA document; and (5) CV's for proposed qualified candidates who are immediately available upon completion of credentialing; and (6) Proposed rates for each proposed candidate.
