- Report 1_NEPA FONSI_GUIS 12(2) Bid Opening date is scheduled for February 11, 2016 at 2:00 pm EST. Plans - FTPN-GUIS 11(2) Plans - PRA-GUIS 12(2) Report 5_Pavement Bid documents should be issued on or about January 07, 2016. Bid due date and location will be specified on the SF 1442, Block 13a of the Solicitation. Eastern Federal Lands Highway Division is issuing a combination of the synopsis and solicitation, the bid due date will be reduced based upon this. Bidder's Qualifications Form Report 3_FL DEP ENV Resource VETS-4212 - Form Report 2_NEPA CE_GUIS 11(2) FP14_Eng Report 4_GeoTech Sealed bids from certified Women Owned Small Business contractors only will be accepted for the Gulf Islands National Seashore Projects PRA-GUIS 12(2) and FTNP-GUIS 11(2), advertised under the single Solicitation Number DTFH71-16-B-00016, located in Escambia County, Florida. The GUIS 12(2) project consists of the rehabilitation of approximately 4.45 miles of Fort Pickens Road, including realignment of a 1.5-mile section and the asphalt overlay of two parking areas. The GUIS 11(2) project consists of the rehabilitation of approximately 7.25 miles of J. Earle Bowden Way and approximately 0.33 miles of Opal Beach Road including nine associated parking areas. The work includes asphalt pavement milling, full-depth pavement widening and reconstruction with cellular confinement system, asphalt concrete pavement overlay, concrete curb and gutter and median construction, shoulder reconditioning, and other miscellaneous work. The project will be split into multiple work schedules/contract options, with the cost of the entire project expected to fall within the price range of $5,000,000 to $10,000,000. Contract Award/Notice to Proceed is subject to availability of funds. Bid documents should be issued on or about January 07, 2016. Bid due date and location will be specified on the SF 1442, Block 13a of the Solicitation. All bid documents can be directly downloaded from these websites. Documents will no longer be mailed. Register to receive Email Notification to automatically be notified when a document is added or updated for a specific project. If firms do not register as an interested vendor at the Federal Business Opportunities website, there will be no Plan Holders List. Annual Representations and Certifications FAR 52.204-8 (Jan 2016). The Representations and Certifications must be filled-in online at http://sam.gov/. The required Annual Form Vets-4212 must also be filled-in online at http://www.dol.gov/vets/vets4212.htm per FAR 52.222-37. ATTENTION Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs) The Department of Transportation (DOT) offers working capital financing assistance for transportation related contracts. The DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at the prime rate. Also FAR clause 52.232-33 requires SAM registration for payment. SAM registration is available online at the following Internet web address: www.sam.gov. PLEASE NOTE For security reasons, individuals requiring access to the EFLHD must present a valid photo ID and be escorted to their destination by a Government employee. Due to new security provisions, all visitors attending bid openings are urged to arrive at least 1 hour prior to the scheduled bid opening. All visitors must register with the receptionist in Room 100. A Government employee will collect the bids. Prior to bid opening, a Government employee will escort all bidders to the bid opening. Unescorted visitors will be denied entry and no exceptions will be made.
