Offers are restricted to holders of a Master Ship Repair Agreement (MSRA). Market Research was conducted from 19 November 2015 - 04 December 2015 and this solicitation will not be set aside for small business. The Small Business representative provided concurrence on 10 December 2015. The solicitation is full and open.
