- Description
- The Defense Logistics Agency, Aerospace Energy Business Unit intends to solicit on an Unrestricted, Full and Open Competition basis for the F.O.B. Destination delivery of Gaseous Nitrogen (GN2) (either converted from liquid on-site or from high-pressure cylinders) and all the necessary equipment, tools, supplies and labor to charge that gaseous nitrogen directly to the customer's N2 banks via an off hull connection at the Changi Naval Base, Singapore. The Government intends to award a Firm Fixed Price Requirements contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The solicitation contains lots for the contractor to propose either Liquid Nitrogen (LN2) Type II, Grade B, IAW CID A-A 59155 dated 5 MAR 2003, NSN: 6830-01-630-6061 and all associated services for conversion and pressurization on-site OR Gaseous Nitrogen (GN2), Type I, Grade B IAW MIL-PRF 27401G dated 7 AUG 2013, NSN: 9135-00-935-5863 and all associated services to be provided in cylinders and pressurized on-site. Only one method will be awarded at this location. Period of Performance will be from 1 June 2016 through 30 September 2020. Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The solicitation will be issued on or about 12 January 2016 and will be posted to the FedBizOpps web page ( http://fbo.gov/ ). If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable. All responsible sources may submit a proposal, which will be considered by the agency.
