Solicitation Number: M67854-16-I-1107 Notice Type: Request for Information Synopsis: THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER AND DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY RESPONSE TO THIS MARKET SURVEY, OR TO CONTRACT FOR SUPPLIES/SERVICES. Marine Corps Systems Command (MARCORSYSCOM) is conducting market research for the Medium Range Thermal Bi-Ocular (MRTB) AN/PAS-28 to address current and future obsolescence issues, thereby extending its lifecycle. The objective is to develop cost-effective replacement parts to sustain MRTBs throughout the remaining lifecycle for a period of 10 years. The Optical Instrument Eyepiece Assembly (NSN: 5855-01-580-6721) and Detector Assembly (NSN: 6350-01-581-3974) are obsolete. MARCORSYSCOM seeks potential technology design solutions to produce the assemblies and correct obsolescence issues for the eyepiece and detector, including other components as appropriate. Acceptable solutions may include a redesign/reconfiguration of the circuit board processing stack and MARCORSYSCOM may accept solutions that bring the MRTB to the current state of technology. MARCORSYSCOM will provide a limited number of MRTB AN/PAS-28s as Government Furnished Equipment to develop, test, evaluate, and validate the solution. Government Furnished Equipment is unavailable to support responses to this RFI. Vendors responding to this RFI should provide a White Paper detailing its approach to solving the MRTB obsolescence issues. Responses should also include a proposed timeline from contract award through system validation and provide a Rough Order of Magnitude (ROM) for pricing. Written responses can be in any format, but electronic media must be in Microsoft Word or Adobe Acrobat formats. RFI responses may be printed or submitted on a CD. The response must include the company name, Point of Contact information, DUNS number and CAGE code. This is not a solicitation announcement. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The Government will use responses to this RFI to make appropriate acquisition decisions. Responses are due within 45 calendar days after this RFI's publication date. Please electronically submit responses to: jennifer.haveron@usmc.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. This RFI should not be construed as commitment by the Government for any purpose. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information requests. If a solicitation is released, it will be via FedBizOpps (http://www.fedbizopps.gov). It is the responsibility of the potential Offerors to monitor the website for any information that may pertain to this RFI. Feedback information will not be provided to any firm regarding their individual capability statements in response to the RFI.
