- Request for Quote - HSCG23-16-Q-MRE004 - Questions and Responses - Amendment 00001 Amendment 00001 – Attachment 2: Requirements Description The purpose of this Amendment 00001 is to: 1) Provide responses to the questions submitted by the questions deadline. See "Request for Quote - HSCG23-16-Q-MRE004 - Questions and Responses - Amendment 00001" (1 page). 2) Amend Attachment 2 - Requirements Description. See "Amendment 00001 - Attachment 2: Requirements Description" (2 pages) that now includes the following (page 2): License Administrator: U.S. Coast Guard Office of Maritime Security Response Policy Address: U.S. Coast Guard Headquarters, 2703 Martin Luther King Jr. Ave SE Stop 7516 Washington, D.C., 20793-7516 End of Amendment 00001. __________________________________________________________________________ (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is HSCG23-16-Q-MRE004 and is being issued as a request for quote (RFQ). The solicitation procedures of FAR 13.106 apply. The U.S. Coast Guard anticipates awarding one firm-fixed-price purchase order with three one-year option periods resulting from this RFQ. (iii) The solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. (iv) This procurement is being solicited as a full and open competition. (v) Offeror's shall provide pricing as requested in Attachment 1 - Clauses and Provisions, FAR 52.212-1 Instructions to Offerors (Oct 2015) - ADDENDUM. Offerors shall utilize Attachment 2 - Requirements Description and Attachment 3 - Pricing Spreadsheet to submit the price quote. (vi) The U.S. Coast Guard has a brand name or equal requirement for MathWorks MATLAB software and maintenance support. Attachment 2 - Requirements Description contains the full list of requirements. (vii) The contract will consist of a one (1) year base period of performance, with three (3) twelve month option periods. (viii) Addendum to FAR 52.212-1 Instructions to Offerors - Commercial Items (Oct 2015) are in Attachment 1 - Clauses and Provisions. (ix) The provision at FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition. Refer to Attachment 1 - Clauses and Provisions for evaluation factors. (x) Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offers, or verify that information required by this provision is listed on the System for Award Management (SAM) website located at https://www.sam.gov. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. See Attachment 1 - Clauses and Provisions. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition. See Attachment 1 - Clauses and Provisions. (xiii) Additional clauses and provisions that apply to this acquisition as in Attachment 1 - Clause and Provisions. The following attachments are included and are hereby incorporated into this solicitation: Attachment 1 - Clauses and Provisions Attachment 2 - Requirements Description Attachment 3 - Pricing Spreadsheet (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable to this acquisition. (xv) Questions about this combined synopsis/solicitation are due by 10:00 AM (ET) on Thursday, January 7, 2016. Submit questions via e-mail to Maroulla Dallas, Contract Specialist, at Maroulla.P.Dallas@uscg.mil. Quotes are due via email by the time and date indicated on Federal Business Opportunities to Ms. Dallas. There will be no exceptions to the time and date on when responses are due, unless determined otherwise by the Government. Any quote submitted after this time will not be considered. Submit quotes via e-mail to Ms. Dallas. When responding, include the title "HSCG23-16-Q-MRE004" in the subject line of the e-mail. It is the Offeror's responsibility to ensure that quotes are submitted timely. No changes or additions will be permitted after the deadline, except as provided under discussions, if necessary. This RFQ does not represent authorization to award or proceed with the subject effort, nor a promise of future direction to proceed. Offerors are solely responsible for this RFQ's submission costs, even if this RFQ is canceled. Offerors that do not submit all of the information required may not be considered for award.
