- J&A for Other Than Full and Open Competition for Top Secret Cleared Court Reporter Services This announcement constitutes an Award Notice by the Secretary of the Air Force for Acquisitions (SAF/ACQS) Joint Base Anacostia-Bolling, Washington D.C. The Government has awarded a sole source contract to provide Active, Top Secret (TS) Clearance court reporter services specifically trained in stenography including the stenographer hardware to support a classified Government Accountability Office (GAO) bid protest hearing during the estimated time period of 11 - 29 January 2016. SAF/ACQS has executed by means of other than full and open competition, sole source contract to TAD PGS, Inc. dba Alderson Court Reporting GS, to provide TS court reporter services from 11 - 29 January 2016. The contract number for this award is FA8002-16-P-0001. The award of this contract is necessary to provide support to this critical acquisition program. The authority permitting other than full and open competition is 10 USC 2304(c)(1), as implemented in FAR 6.302-1(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as this contract is under unique security, performance, and time constraints to support the time-critical classified GAO bid protest hearing. Market research has shown that no other source meets the timelines or requirements mandated by the GAO. This Award Notice does not constitute a Request for Proposal nor does the issuance restrict the Government to a single acquisition approach. The Government will not pay for any information received in response to this notice nor will the Government compensate a respondent for any costs incurred in developing the information provided to SAF/ACQS. A SAF/ACQS Ombudsman is available to consider and facilitate the resolution from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues and disagreements, and/or recommendation to the listed Contracting Officer for resolution. The Ombudsman hears concerns about specific issues in acquisitions from industry or Government personnel, communicates those concerns to SAF/ACQS leadership, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query, the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as the source of the inquiry.
