- This is a Pre-solicitation Synopsis Notice for a new single award contract for HVAC upgrades to the Child Development Center (CDC) Building 3349, fort Polk, LA in support of the US Army Corps of Engineers (USACE) Southwestern Division (SWD) Fort Worth District (SWF). The Contract Specialist point of contact for this anticipated solicitation will be Mr. Christopher A. Ainsworth at 817-886-1084, email christopher.a.ainsworth@usace.army.mil. THIS IS FOR INFORMATION ONLY: This Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming, No other information will be provided and no responses are required. 1. CONTRACT INFORMATION: Solicitation W9126G-16-R-0032, which will be a Design-Build, Firm-Fixed Price Contract, 2-Step RFP. Place of performance will be at Fort Polk, Louisiana. This action will be 100% Small Business Set-aside. 2. PROJECT INFORMATION: The Contractor shall provide all site investigation, design services, design specifications and drawings, construction documentation, labor, materials, equipment, supervision, testing, shop and manufacturing drawings, submittals, construction, and transportation necessary to perform the requirements of this project in accordance with the provided scope of work and contract documents to ensure delivery of complete and usable systems. Heating, Ventilation, Air Conditioning (HVAC) and electrical upgrades to Child Development Center Buildings 3349 at Fort Polk, Louisiana. 3. EVALUATION INFORMATION: This contract will be evaluated using the Two-Step RFP Design-Build Selection Procedures, Best Value. The most highly qualified offerors will be selected in the first phase after evaluation, based upon Phase One evaluation factors. This limited number of offerors will be requested to submit Phase Two proposals, to include a technical and price proposal. The Government will evaluate the Phase Two proposals in accordance with the criteria described in the solicitation, and will select one contractor for award of this contract. 4. ESTIMATED POSTING DATE: The estimated solicitation issue date will be on or about 22 January 2016 under solicitation number W9126G-16-R-0032. Phase One proposals are anticipated to be due approximately 30 days from issuance of the Phase 1 Solicitation. The North American Industrial Classification System (NAICS) code applicable to this project is NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors), which corresponds to SIC 1796. The Small Business Size Standard is $15.0 Million.
