- FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: J - Maintenance, Repair, and Rebuilding of Equipment SUBJECT: Sole Source Justification, Kapteyn - Murnane Equipment Maintenance SOLICITATION NUMBER: SB1341-16-RQ-0101 CONTACT POINTS: RICHARD KIM, Contract Specialist (301) 975-6219; GRACE GARRITY, Contracting Officer (301) 975-2345 DESCRIPTION: The Material Measurement Laboratory (MML) is one of two metrology laboratories within the National Institute of Standards and Technology (NIST). The laboratory supports the NIST mission by serving as the national reference laboratory for measurements in the chemical, biological and material sciences. Our activities range from fundamental and applied research on the composition, structure and properties of industrial, biological and environmental materials and processes, to the development and dissemination of tools including reference measurement procedures, certified reference materials, critically evaluated data, and best practice guides that help assure measurement quality. The Biosystems and Biomaterials Division of MML own and operate Kapteyn-Murnane Wyvern 500 laser amplifier with a Topaz Optical Parametric Amplifier. This Division is responsible for measurement science that enables many areas of biotechnology. Many of the Division's technical outputs reflect new measurements in the many subfields within this discipline. The Contractor shall provide an agreement for the service and maintenance of the Kapteyn-Murnane Wyvern 500 laser amplifier with a Topaz OPA. This agreement shall include scheduled and as-needed visits to maintain the laser performance within the manufacturer's specifications. The Contractor shall guarantee the full system performance of the Wyvern 500 laser amplifier with a Topaz OPA. Service and maintenance shall include phone and email support during regular business hours in addition to two scheduled preventive maintenance visits for one year, unless stipulated otherwise. Covered expenses shall include all parts, labor, travel, and per diem. The Contractor shall repair/replace all parts (i.e., hardware, software, accessory components/systems) required for the operation of the Wyvern 500 laser amplifier with a Topaz OPA. Period of Performance: Base period of 12 months, plus four 12-month option periods. ***** Sole Source Justification is based on the following: The original equipment manufacturer, Kapteyn - Murnane, has indicated that no other companies are authorized or qualified to perform maintenance or repairs on this system. Furthermore, no entity other than Kapteyn - Mernane Labs (KM Labs) has access to the proprietary parts required for repairs. Repairs or maintenance by any other entity would void any warrantee and invalidate expectation of KM Labs being able to bring the instrument back into specification. *****The North American Industry Classification System (NAICS) code for this acquisition is 811219, Laboratory instrument repair and maintenance services Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
