- This is a market survey synopsis for support services for existing AN/FSN-7 Airfield Lighting Control Systems (AFLCS). REFERENCE NUMBER: RFP N65236-15-R-0024 Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic) is seeking to identify qualified large and U.S. Small Business Administration (SBA) certified 8(a), Historically Underutilized Business Zone (HUBZone), Small Disadvantaged Business (SDB), Women-Owned Small Business (WSB), Service Disabled Veteran Owned Small Business (SDVOSB), and Small Business (SB) firms with current and relevant experience within the requirements below. Anticipated potential sources to work shall provide On- site Field Support and Technical Assistance for Airfield Lighting Control System (AFLCS) to perform site modifications/upgrades to AFLCS. The contractor shall provide functional and technical expertise in supporting the current AN/FSN-7 Airfield Lighting Control System (AFLCS) hardware configurations located at 42 US Navy and Marine Corps Air Stations throughout the United States and overseas. These supplies and support services shall include, but not limited to the following areas: a. Attachment 1 lists the required supplies of this requirement; b. Technical assistance to the fleet includes assistance with troubleshooting, maintenance and repair, exchange of technical information, maintenance and/or operational training and logistics services associated with the installation, operation, maintenance, and readiness of all AFLCS. Assistance to sites for fielded systems includes over the phone, email, and on-site visits. The Contractor shall provide technical assistance directly or via SPAWARSYSCEN Atlantic subject matter expert (SME) for Casualty Reports (CASREP) resolution, fault analysis, testing, and/or repair of various SPAWARSYSCEN Atlantic installed systems and equipment to restore the units to operational status These personnel shall be technically knowledgeable and capable of analyzing system problems and implementing corrective actions without direct assistance or support from SPAWARSYSCEN Atlantic personnel. Technical assistance may also involve collecting additional information for SPAWARSYSCEN Atlantic, such as design, operation and equipment conditions, training and skill levels of site operators, engineering change status, initial calibration, recalibration, and maintenance problems. The Contractor shall report findings, analysis results and corrective action taken associated with technical assistance provided. This synopsis is for information and planning purposes ONLY and is not to be construed as a commitment by the Government. This is NOT a solicitation announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests. Respondents will [not] be notified of the results of this evaluation. The Government reserves the right to consider a set-aside for small businesses or one of the small business preference groups. (i.e., 8(a), HUBZone, SDB, SDVO, etc.). Responses shall be submitted by e-mail to Ornette Adams, Contracts Specialist Code 22410 at Ornette.Adams@navy.mil. Responses received after the deadline or without the required information may not be considered. We anticipate this being a Firm Fixed Fee (FFP) type contract for a period of performance not to exceed five years. Within a reasonable time for evaluation of responses SPAWARSYSCEN Atlantic will post the procurement decision on e-commerce and FEDBIZOPS.
