Description

The US Army Contracting Command - New Jersey, Joint Armaments Center (ACC-NJ-JA) has a requirement for an on-site service and maintenance repair purchase order for High Performance Liquid Chromatographs (HPLCs). The HPLCs are used for ammunition safety and propellant safe life assessment. As part of the requirement, the HPLCs shall be serviced and maintained on-site at Picatinny Arsenal, NJ. Also, software support for the HPLCs shall be provided under the proposed purchase order. The Government intends to solicit, negotiate and award a sole source purchase order to Waters Corporation, 34 Maple Street, Milford, MA, 01757. The award is expected to include a base year with four (4) additional option years for a total period of performance of five years. The authority being utilized for this action is Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5. The reason for the authority being cited, is that Waters Corporation is the original equipment manufacturer of the HPLCs. Also, the currently used software is proprietary to Waters Corporation. This notice of intent is not a request for quotes; however, interested sources may submit a capabilities statement which will be considered by the Government. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
