- Sources Sought / Request for Information The Small Business Administration (SBA) is seeking information regarding the attached draft Performance Work Statement (PWS) for a contractor to provide training services to 7(j) eligible businesses nationwide that are in the developmental and transitional stages of the 8(a) Business Development Program. The 7(j) Program is authorized by the Small Business Act to provide high-quality assistance such as training, executive education, and one-on-one consulting to eligible small businesses through third-party for-profit and non-profit service providers. Depending on the type of service to be provided, the Agency enters into grants, cooperative agreements, or contracts with qualified service providers. This Request for Information (RFI) is applicable to Small Disadvantaged, 8(a) Certified, Service Disabled Veteran Owned, Women Owned and HUBZone Certified Small Businesses. This RFI is for planning purposes only and is not a Request for Proposals (RFP), Invitation for Bid (IFB) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. Also, the Government may abstract content from the information provide to be part of the final Performance Work Statement (PWS). The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government. Failure to submit a response to this RFI will not preclude the vendor from participating in any future solicitation that may result from this requirement. Please carefully review the Statement of Work and respond according to the directions below. The contemplated NAICS Code is 541511 - Custom Computer Programming Service and may include a portion of 541512 - Computer Systems Design Services. Interested parties shall furnish the following minimum information: 1. DESCRIPTION OF INFORMATION REQUESTED: Responses shall be in MS word document or PDF, be limited to 10 pages, letter size paper (8.5 inch X 11 inch), a minimum of 12 point font, one inch margins and numbered pages. a) Name of company b) POC, telephone number, fax number, street address, and e-mail address c) A capabilities statement that also identifies your experience and past performance for the same or similar work defined in the Statement of Work below d) DUNS and Cage Code e) A list of current GSA or GWAC contracts applicable to NAICS codes above f) Type of Small Business (include any socio-economic categories) g) Facility Security Level Clearance (if applicable) h) Please respond to the following questions: 1) What are some examples of your past performances developing and presenting cybersecurity training classes/webinars? 2) What computer certifications do you currently hold? 3) What other Federal/Public Agencies you have been awarded contracts to develop and present cybersecurity training for? What is/are the period of performance? 4) Was your cybersecurity training development and presented with the latest (i.e. within a year) information? 5) Does your firm develop its own computer training classes or is it subcontracted to another firm? 6) Does your firm personally instruct the cybersecurity training classes or is it subcontracted to another agency? What are the least and most amount of participate per class? 7) What type of businesses (i.e. financial, construction, consultant firms, etc.), their size (i.e. large, small), and socio-economic status (if applicable) have you trained within the past 5 years? 8) What are some other type of training classes your firm has developed and presented to businesses? 9) What is the average cost per person to train on cybersecurity and does this cost includes travel? 10) What is the average cost to develop/create a cybersecurity training course? DRAFT PERFORMANCE WORK STATEMENT INTRODUCTION The U.S. Small Business Administration's (SBA), Office of Business Development (OBD), Office of Management and Technical Assistance (OMTA) seeks to award one or more fixed price contracts to provide effective, engaging, interactive online cybersecurity training to firms and external security audits to firms eligible under Section 7(j) of the Small Business Act, as amended. 7j eligible firms are participants in the 8(a) Business Development Program, small businesses that are owned and controlled by economically and socially disadvantaged individuals; small businesses located in areas of high unemployment or low-income; and small businesses owned by low-income individuals. 1.0 OVERVIEW / BACKGROUND Section 7(j) of the Small Business Act, 15 U.S.C. §636(j), authorizes SBA to provide management and technical assistance to eligible individuals and businesses. The Agency renders such assistance through award of contracts, grants and cooperative agreements. Service providers may be individuals, for-profit concerns, or non-profit organizations. To be eligible for 7(j) services, a client must be: (a) a socially and economically disadvantaged individual whose firm may or may not be a participant in the 8(a) Business Development Program; (b) an individual who in good faith self certifies (in writing) that he or his firm meets the Agency's criteria for economic and social disadvantage; (c) a firm located in a high unemployment or low income area, as defined in the U.S. Census Bureau's County and City Data Book and in the Poverty Guidelines issued by the U.S. Department of Health and Human Services (HHS); or (d) a firm owned by a low-income individual, as defined in under HHS Poverty Guidelines. 2.0 OBJECTIVE The objective of this requirement is to provide training services to 7(j) eligible businesses nationwide that are in the developmental and transitional stages of the 8(a) Business Development Program. This may include Web-Enabled Instructor-Led Training (Web ILT) or simulation roll play classes/training/courses that has been developed and hosted by the contractor. Through the classes/training/courses, participants will learn how to most effectively secure information through best cybersecurity practices; identify their risk and the types of cyber threats; and learn best practices for guarding against cyber threats. SBA anticipates that leveraging existing instructional content will be more advantageous and cost productive for this effort. SBA is interested in ever-green materials that will retain relevancy over the course of at least 2 years and can updated by SBA or other affiliated organizations. 3.0 DESCRIPTION OF TRAINING 3.1.1 The Contractor shall conduct the implementation and delivery of the Cybersecurity Classes/Training/Courses. The Contractor shall provide event line-up recommendations to the Contracting Officer Representative (COR) based on the current cybersecurity environment and analysis of current training gaps identified by SBA activities, federal continuous monitoring requirements, Event line-up recommendations must include course title, description, learning objectives, and course length. Events are approved by the Contracting Officer Representative (COR). 3.1.2 The Contractor shall develop cybersecurity classes/training/course materials reflecting the current cybersecurity environment based on analysis of current training gaps identified by SBA and other federal agencies. 3.1.3 The Contractor shall conduct online classes/training/courses, reaching approximately 4,000 7j eligible businesses during the period of performance. The training will be available to participants virtually, at their convenience, from a web browser platform 24/7. Course content will be from beginning to intermediate level of cybersecurity training topics such as, but not limited to, continuous monitoring, information assurance compliance, digital forensics, etc. Existing resources may include cybersecurity classes/training/course events already performed by other federal agencies or academia, previously developed courses, and existing information assurance range infrastructures. 3.1.4 The Contractor shall ensure intellectual property rights of content developers, such as trademark/copyright markings, are adequately maintained. The Contractor shall properly store, organize, and maintain all content. All materials provided by the Contractor shall become the property of the SBA. This includes the selected proposals. 3.1.5 The Contractor(s) shall provide a method of evaluation to be completed by each participant. The evaluation should be completed by each participant at the end of the class/training/course. The Contractor shall be responsible for collecting the evaluations and submitting them to the Contracting Officer's Representative (COR). The evaluation should be such as to have the participant measure achievement of the course objectives. 3.1.6 The Contractor shall collaborate with the COR and developing and executing marketing plans. All marketing materials must be submitted to the COR two (2) weeks prior to the training activity. 3.1.6 The Contractor shall oversee, administer, and manage all information technology needs. The Contractor shall host a dedicated internet connection for the conduct of online-based courses, registration, and orientation. The Contractor shall administer, maintain, and manage license for program developed and any future upgraded versions of the platform on behalf of SBA. 3.1.8 The Contractor shall support the implementation and goal of increasing the awareness of the Cybersecurity to 7j eligible small business. The Contractor shall distribute the course schedule to the COR via email. 3.1.9 The Contractor shall oversee registration and orientation procedures for event attendees and instructors. The Contractor shall provide customer service by managing the training email inbox. The Contractor shall ensure all involved parties are properly oriented to all applicable procedures and functions including, but not limited to pre-tests, in-world receptions, and instructor orientation. 3.1.10 The Contractor shall arrange for the provision of reasonable accommodations for event attendees with special needs using available Government resources. 3.1.11 The Contractor shall provide a customer survey to the firms that completed the training, and provide survey results to the SBA to allow the SBA to evaluate the success and effectiveness of the training.
