Description
This notice supersedes and replaces the Pre-Solicitation notices issued on the Federal Business Opportunities website dated December 8, 2015; and subsequently cancelled on December 18, 2016, then re-issued on January 5, 2016. The Robley Rex VA Medical Center in Louisville, Kentucky has a requirement for construction services for Project number 603-15-102, Replace Façade Phase II. The intent of this project is to make repairs to the exterior façade of buildings # 1,3,4,5 and 6. Building 1, an eleven story tall structure, partially restored in 2012 has multiple points of failure in the façade including cracked cast stone and brickwork, failed mortar joints, corroded lintels, and failed joint sealant. The remaining buildings (3,4,5 and 6) have similar exterior conditions. These buildings were built in the early 1950's with brick veneer that lacked weep ports and did not account for differential expansion which has attributed to failures. Failures in the cast stone are the result of corrosion of underlying rebar. These repairs are needed to restore the integrity of the buildings' envelope. NAICS code 238990 is applicable to this requirement. The small business size standard is $15M. This requirement is a 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) in accordance with 38 U.S.C 8127 (d). Verification of veteran status will be checked both following the submission of bids, as well as prior to awards. Eligible contractors must also have an active registration in the System For Award Management (SAM). The estimated range of construction costs for this project is between $2,000,000.00 and $5,000,000.00. The solicitation for this project will be issued on or before December 28, 2015. This requirement will be procured in accordance with FAR 14, as a Seal Bid. All Bidders shall be advised that for the purpose of determining responsibility in accordance with Federal Acquisition Regulation (FAR) 9.104-2, the successful bidder must also be able to demonstrate through verification by the Contracting Officer, successful past performance and experience in performing masonry work over the past five (5) years. The Contracting Officer will utilize a variety of means of verifying successful past performance of similar work. Failure of the contractor to provide this information, falsification of information, and/or ambiguous performance information may result in the Contracting Officer requiring the contractor to obtain a Certificate of Competency from the U.S. Small Business Administration. The contractor must also provide evidence of an Experience Modification Rating (EMR) of less than one (1) prior to award. Failure or the inability of the contractor to be determined responsible may result in the award going to the next lowest bidder, pending the same determination. The solicitation is scheduled to be published on this site, on or before January 31, 2016.
