Description
Notice of Intent to Sole Source The Naval Medical Logistics Command intends to award seven sole source contracts under the authority of FAR 6.302-1 with the following state governments as the only responsible source that can provide Newborn Screening for up to 80 conditions: This acquisition is being conducted under FAR 6.302-1 only one source. Provisions and clauses in effect through Federal Acquisition Circular 2005-83 are incorporated. Items being purchased in this acquisition: The three requirements of a newborn screening program are: 1. Newborn screen blood spot testing, to include at a minimum, the disorders in the Recommended Universal Screening Panel (RUSP). Newborn screening case management system including processes for tracking cases and individuals whose role is to notify providers when an abnormal test result is identified, and to ensure and help coordinate appropriate follow-up care. 3. Newborn screening specialty physician consultation (metabolic, endocrine, immunology and hematology), available as needed to communicate with providers to assist with newborn medical intervention and management. Newborn Screening is recognized nationally as an essential preventive public health measure. Newborn screening is the practice of screening all babies for conditions that can affect a child's long-term health or survival. Early detection, diagnosis, and intervention can prevent death or disability and enable children to reach their full potential. In the United States, disorders screened are those in the Recommended Universal Screening Panel (RUSP) initially proposed by the American College of Medical Genetics and amended by the Secretary's Advisory Committee on Heritable Disorders in Newborns and Children, (SACHDNC). Conditions screened can vary by state. In addition to the RUSP, some states screen additional disorders according to state law. The SACHDNC continues to review data on additional disorders that may be appropriate to add to the RUSP. When disorders are added to the RUSP, state programs begin the process to add those disorders to their screening panel. A vital part of a successful screening program is appropriate medical intervention for screen positive babies. For some of the disorders screened, this intervention may require urgent or even emergent medical care for the identified baby. It is therefore critical to coordinate notification of abnormal results to healthcare providers to ensure appropriate intervention is initiated. The notification and coordination of care is managed by the state program. Program case managers for the state facilitate necessary medical consultation for providers with specialists in the fields of metabolic genetics, hematology, endocrinology or immunology, as appropriate to provide for timely follow up to begin the appropriate intervention. Note: Hearing and Critical congenital heart disease screening is point-of-care testing performed by the birthing hospital and IS NOT a part of the newborn screening requirements outlined for MHS. The Government intends to make one award to each of the following States. The MTFs to receive services under the applicable State Public Health Department(s) are list below each state program. Genetic Disease Screening Program, California Department of Public Health Naval Medical Center San Diego Naval Hospital Camp Pendleton Naval Hospital Twentynine Palms Naval Hospital Lemoore Newborn Screening Program, Florida Department of Health Naval Hospital Jacksonville Naval Hospital Pensacola United States Naval Hospital Guantanamo Bay, Cuba Newborn Screening Program, North Carolina Department of Health and Human Services Naval Hospital Lejeune Genetic and Newborn Screening Program, Virginia Department of Health Naval Medical Center Portsmouth Washington State Newborn Screening Program, Washington State Department of Health Naval Hospital Bremerton Naval Hospital Oak Harbor Newborn Screening Program, Maryland Department of Health and Mental Hygiene Walter Reed National Military Medical Center United States Naval Hospital Naples, Italy United States Naval Hospital Sigonella United States Naval Hospital Rota Newborn Screening Program, Oregon State Public Health Laboratory United States Naval Hospital Guam United States Naval Hospital Yokosuka, Japan United States Naval Hospital Okinawa This acquisition is being conducted under the authority of FAR Part 6.302-1. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 621511 with a Small Business Size Standard of $32.5M. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability and experience in providing the same requirement. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
