Description
The Mission and Installation Contracting Command (MICC) - Fort Eustis is conducting market research to ascertain the availability of interested and capable firms to provide exercise support, analysis, and instructional and educational services in support of the U.S. Army War College (USAWC), Carlisle Barracks, PA. USAWC's mission supports the Army, combatant commands, and interagency requirements for senior leader education, strategic communication, research and publication. A multi-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract type is being contemplated. It is anticipated that there will be one (1) base year and four (4) one (1) year option periods. General tasks within the scope of work may include the following: Task 1: Exercise Support The contractor shall provide support to various types of exercises, to include educational instruction, which examines issues and decision making processes at the strategic level, interagency level (including interagency activities), operational level, as defined in Chapter II, paragraph 2, Joint Publication 3-0 (17 September 2006, Incorporating Change 1, 13 February 2008) and for the strategic use of military power in joint and combined operations. These exercises, however, reach down only to and include the level of major operations but exclude issues related to battles; they also exclude issues dealing with the tactical level. The CSLD groups such exercises into four major categories: war-fighting, operations other than war, educational, and senior level decision making. Such exercises are used by CSLD and its customers to support education, training, decision-making, analysis, or planning. Task 2: Analysis The contractor shall conduct analysis at the strategic and interagency level and for the strategic use of military forces in joint and combined operations for CSLD and its customers. Analysis is defined as examining issues and providing recommendations; examining problems and providing solutions; examining strategic and regional policies and programs; examining decision making processes; researching to gather data and information; researching to identify potential issues; researching to develop educational materials; and modifying or developing methodologies. Task 3: Instructional and Educational Support The contractor shall design, develop, document, and execute educational courses. These subjects include Joint operations, educational gaming, Army's Title 10 roles, political-military interfaces, all aspects of the Joint phased planning (phases 0-5) and their related sub-activities, theater setting, joint and multinational warfighting, cyber warfare, and worldwide threats. This shall require the contractor to research, create outline curriculum, facilitate and support courses, including planning meetings and workshops. Contractor will utilize standard USAWC, US Army Training and Doctrine Command (TRADOC), or other Army training and education development and documentation systems, as specified by the customer, for training and educational material development and documentation, as well as submission of course attendee documentation. The contractor shall review and update, as required, all course material prior to commencement of the course and will update and revise all course material after completion of the course and government approval of after-action review/lessons-learned recommendations. This sources sought notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of the sources sought notice is to determine interest and capability of potential qualified vendors relative to the North American Industry Classification System (NAICS) code of 611710 Educational Support Services. Interested respondents should submit a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) clearly demonstrating the firm's ability to fulfill the government's requirements. A generic capability statement is not acceptable. Please review the requirements listed below. At a minimum, the package shall address the following: 1. Title of the requirement; Company Name; Address; and Point of Contact (POC) name, phone number, and email address. 2. Company profile to include office location(s), DUNS number/CAGE Code, NAICS, and a statement regarding current small business status to include small business type(s)/certification(s) such as: 8a, WOSB, EDWOSB, HubZone, SDVOSB, etc. 3. Prior/current experience (private and/or government) for either the firm or key personnel performing efforts of similar size and scope within the last five years. Statements should describe the dollar value, indicate whether your firm acted as the prime or subcontractor, list a customer point of contact with phone number, and provide description of the experience and how the referenced experience relates to the services described herein. 4. Resources available including corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications and specific experience of such personnel. 5. Management approach to staffing this effort with qualified personnel which should address current hires available for assignment to this effort. 6. State the lead time (days) necessary for your firm to begin performance after award. 7. Any suggestions or comments about the NAICS code selection, contract type, or effort in general.
