- The U.S. Department of Labor; Employment and Training Administration intend to award a sole source contract to CHP International, Inc. for the continued operation of Minnesota OA/CTS services. The statutory authority permitting this acquisition of this requirement by other than full and open competition is 41 USC 254(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the agency requirements. Job Corps is a national residential training and employment program administered by the U.S. Department of Labor to address the multiple barriers to employment faced by disadvantaged youth throughout the United States. Job Corps was originally established by the Economic Opportunity Act of 1964; current authorization for the program is the Workforce Innovation and Opportunity Act (WIOA) of 2014. Job Corps provides comprehensive career development services to students including academic, career technical, career success and independent living skills, career readiness training, and support services. The unique combination of services provided in Job Corps is intended to prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces. The program shall be operated by a contractor for the U.S. Department of Labor in accordance with the Workforce Investment Act of 2014, Job Corps regulations and the Policy and Requirements Handbook. The contractor shall provide Outreach and Admissions services in the state of Minnesota and shall ensure the arrival of a minimum of 25 students into the Job Corps program for the period of performance of this contract. For the period of performance of this contract, the contractor shall provide Post-Center Career Transition Services for 24 youth returning to the state of Minnesota. The anticipated Period of Performance is: Base: February 1, 2016 - February 29, 2016 Option: March 1, 2016 - March 31, 2016 This is a Special Notice of the intent to award Sole Source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. No responses to the notice of intent to sole source are anticipated.
