- SOURCES SOUGHT NOTICE FOR THE DISABILITY RECRUITMENT INITIATIVE The Office of Personnel Management (OPM) is seeking to determine industry capabilities in supporting its requirement to increase the competitive employment of Americans with disabilities within the Federal Government. In support of this mission, OPM requires a contractor to recruit individuals with disabilities for specific job occupations and geographic areas for Federal agencies using Schedule A Hiring Authority. In order to facilitate the hiring of people with disabilities, OPM is pursuing information that will enable Federal agencies to obtain a screened pool of applicants with disabilities and/or targeted disabilities who may be considered for open positions in job occupations and geographic areas as specified by the agency. Services include professional assessment and development of a qualified pool of candidates from which agencies may make selections, when filling open positions. The contractor shall be required to conduct specialized recruitment efforts requested by Federal agencies, and to maintain and manage the current shared Register. In addition, the contractor should also consider using applicants from the Register for the specialized recruitments. Additionally, the contractor shall be required to add to the Register any non-selected applicants obtained outside of the Register for further Government employment consideration no later than 30 days after the selection process associated with the specialized request is completed. The successful contractor shall be required to, but is not limited to the following: • Employ existing advertising, recruiting and screening processes to identify qualified personnel for position requirements defined by the requesting agencies. • Identify and pre-screen candidates based on their ability to meet the job qualifications required for the disciplines identified by the requesting agencies. • Disclose to the requesting agencies, the recommended reasonable accommodations as identified by the applicant to the contractor, for those applicants that the agency considers minimally qualified. It is understood that the Federal agency will provide reasonable accommodations during the applicant hiring process. • Track all candidates submitted to requesting agencies, beginning with resume submittal to actual hiring. Additionally, the contractor shall attend weekly conference calls with the agencies' points of contact. • Assign an experienced recruitment specialist with a minimum of five years of successful search experience in the field of disabilities to work with agency staff and management on the recruitment efforts. • Prior to presentation of candidates, the contractor shall conduct a preliminary candidate screening to determine suitability, availability and level of interest. The contractor shall ensure that candidates presented meet the established qualification requirements. The Government is contemplating a General Services Administration (GSA) buy for this requirement. Interested firms should submit a white paper with no more than five pages describing its capabilities and experience descriptions, estimated prices, and any other relevant information to OPM. Firms should also answer the following questions: 1. Does your company have a current GSA schedule? If so, state the contract number. 2. Is your company a small business? 3. Is your company an 8(a) business development participant, HUBZone small business concern, service-disabled veteran-owned small business concern, an economically disadvantaged women-owned small business (EDWOSB) concern, or women-owned small business (WOSB) concerns eligible under the WOSB Program?
