DRAFT SOW for Incininerator in Guatemala SUBMISSION AND RFI INFORMATION I. INFORMATION TO CONTRACTOR Contractors are reminded that information furnished under this Request for Information (RFI) may be subject to disclosure under the Freedom of Information Act (FOIA). Therefore, all items that are confidential to business or that contain trade secrets or proprietary or personnel information must be clearly marked. Marking of items will not necessarily preclude disclosure when Department of State (DOS) determines disclosure is warranted by FOIA. However, if such items are not marked, all information contained within the submitted documents will be deemed releasable. II. NOTICE OF RFI CLOSING DATE AND TIME All quotes shall be submitted to the designated Government Representative(s) via e-mail NLT 12:00 P.M. (local Washington D.C. time) on January 21 st, 2016. Name: Alan Eaton Title: Contract Specialist E-mail: EatonAW@state.gov III. CONTRACTOR RELATIONSHIPS The Department of State (DOS) encourages the use of subcontractors. In addition, the Department requires that any potential Organization Conflict of Interest be identified in the proposal to ensure proper firewalls established prior to award. RFI - Is there capability to export incinerator to Guatemala 1.0 General The Bureau of International Narcotics and Law Enforcement Affairs (INL) is one of the bureaus in the Department of State whose program authority derives from the Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is charged with providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs. The INL section of the U.S. Embassy in Guatemala is responsible for the administration of programs and funds that come from INL. INL-Guatemala works very closely with U.S. law enforcement agencies to ensure that Guatemala has the training and tools needed in the fight against narco-trafficking and transnational organized crimes. INL-Guatemala also works directly with various institutions within the Government of Guatemala i.e. the Vice Presidency, Ministry of Government, Public Ministry, Ministry of Health, Ministry of Education, Guatemalan Narcotics Police, Guatemalan National Police, Guatemalan Immigration, municipal government entities, community-based groups, and Guatemalan Customs. The purpose of this Statement of Work (SOW) is to establish the requirements to purchase an Incinerator for the precursors groups in Subdirección General de Análisis e Información Antinárcotica SGAIA (General Anti-Drug and Analysis Branch Information in Guatemala) for the destruction of precursors chemicals used to manufacture controlled substances as well as to destroy any illegal narcotics and will be donating the Incinerator described in DRAFT SOW Attachment · Vendor shall provide the following line items: o Equipment described above o Shipping costs to Guatemala City (CIF – Incoterm) o On – site installation (Finca La Estanzuela, San José del Golfo, Guatemala) o On – site training o Warranty and o Operations and maintenance – O&M option years 3.0 Delivery/Shipping The items shall be delivered to final destination within 60 calendar days after receipt of award by the Contracting Officer. Vendor shall consolidate the entire shipment to prevent loss and misdirection. Partial shipments will not be permitted. Vendor shall provide total cost for the items noted in the table above, including the cost of transportation to Guatemala City using CIF – Incoterm. Shipment should be consigned as follows: EMBAJADA DE ESTADOS UNIDOS DE AMERICA – INL Avenida Reforma 7-01 zona 10 Guatemala, City 4.0 Process Export License: The items being acquired will be donated to the government of the ultimate destination Guatemala. The contractor shall ensure that all items are prepared for safe shipment and include all necessary export approvals, licenses, and paperwork. Purchase order price includes delivery to the above-mentioned address and compliance with all applicable export/ITAR licensing requirements. If an export license is required, the items shall not be shipped until necessary export licenses are approved. 5.0 Packing and Marking : Each box, carton, and package shall be marked as follows: EMBAJADA DE ESTADOS UNIDOS DE AMERICA - INL Guatemala City, Guatemala Purchase Order No. (to be determined upon award) Box #__ of __ Improperly marked shipments may be rejected by the Government 6.0 Complete installation and functioning: Vendor shall be aware that complete installation and proof of funcionting is required by certified personnel. Equipment should be installation at the following location in Guatemala: Finca La Estanzuela Km 22.5 carretera a San José Del Golfo San José del Golfo Guatemala, Guatemala 7.0 On-Site Training in Guatemala: Develop a “Train the Trainer” curriculum to teach Guatemala law enforcement officials on the use and operational maintenance of the equipment. Provide two (2) weeks on-site training in Guatemala City for up to fifteen (15) operators on how to operate the incinerator. Or according to manufacturer/quoter recommendations. Training material shall be provided in both English and Spanish languages. : Provide comprehensive warranty support for equipment, including: 1. Equipment 1-2 year warranty, 2. Operations and maintenance (O&M) should include labor, and spare parts 3. Operation manual shall be in both English/Spanish languages 4. Technical support in Spanish preferably
