Description
Statement of Work (SOW) THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Mission and Installation Contracting - Fort Benning, Georgia, is conducting market research to determine availability of firms that are capable of providing brand name Marathon model T-40 four-wheeled autonomous armored robots. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. Your responses to this sources sought will be treated as information only. The results of the market research will be used to determine the best overall acquisition strategy. There is no obligation on the part of the Government to acquire any products or services described in this Sources Sought. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women- Owned Small Business, etc...) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Describe any conditions, if any, which may limit small businesses from participation. Description of the Requirement to Include: 1. Description of services: a. Work includes a fully functioning Marathon model T-40 four-wheeled autonomous armored smart target suitable for all types of training ranges. b. Marathon model T-40 autonomous armored robot including: - A four-wheeled robotic mobility platform with foam-filled tires. - A set of armor. - An electronics enclosure with computer, peripherals, and batteries. - A laser sensor for navigation and obstacle avoidance. - A 3D plastic dummy. - A dummy mechanism including bracket. - Hit detection sensors and signal-conditioning electronics. - A battery charging unit. - All onboard software. c. Trailer for Transport / Storage / Charging including: - A fully enclosed custom-made trailer capable of transporting the T-40 target, housing the T-40 targets, housing the command & control station which comprises all infrastructure required to operate multiple smart targets, wall mounted charging stations, and an area for storage of tools and accessories. d. Spare parts kit for live-fire damage. e. In-country support package including: - Operation and maintenance, extended warranty for labor and parts, and software upgrades. - Sufficient number of on-site field service engineers, certified and trained to operate Marathon T-40 four-wheeled autonomous armored robots, to support scenarios and daily range operations. f. Targets system must have a current materiel safety release or has been issued a materiel safety release for the proposed target through Army Test and Evaluation Command (ATEC) for use with U.S. Army Soldiers in accordance with: Paragraph 1-4 (af) (5) of AR 385-10, dated 23 Aug 2007, states: " Materiel developers; acquisition managers; and equipment, process, and facility designers will... (5) A safety release must be obtained from U.S. Army Evaluation Center or according to guidance provided in DA Pam 386-16 whenever Soldiers are involved in the event." 2. The estimated period of performance: Lease of 12 months 3. NAICS code for this requirement: 333999, All Other Miscellaneous General Purpose Machinery Manufacturing; with a size standard of 500. FSC Code: 9999 Interested firms responding to this synopsis are to include the following information: 1. Firm's name, profile, address, DUNS number, CAGE code, point of contact, telephone number, and email address. 2. Firm's capability to perform the REQUIRED service. Be specific with RELEVANT contracts of same or similar in nature of work, size, and complexity. Include contract description, dollar value, and customer POC. Describe your recent and relevant contracts performed within the past three years for the same or similar service as required in the draft SOW. Contracts may include those with Federal, State and local Government as well as private companies. Each reference must include the contract dollar value; the contract period of performance; and a brief description of the contract requirements. 3. Firm's business size (large or small) and all applicable socio-economic category information (i.e. SDB, 8(a) HUBZ, EDWOSB, WOSB, SDVOSB, etc.). 4. Responses are limited to email correspondence, and limited to ten (10) pages. Respondents are encouraged to review the information requested above carefully and ensure a complete response for thorough consideration. The Government WILL NOT review general capability statements, please ensure submissions are tailored to this requirement(s) of the above request. The Government will not return any information submitted in response to this synopsis. Questions shall be submitted via email to the POC below. Questions regarding this Sources Sought announcement shall be submitted NLT 1100 AM Eastern Standard Time (EST) on 12 January 2016. After this deadline, questions will not be considered regarding this announcement. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this sources sought synopsis.
