Description
CONSULTANT SERVICES Regulatory Impact Assessment (RIA) MCC-16-RFQ-0043 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information including in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Solicitation number is MCC-16-RFQ-0043 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through the most recent Federal Acquisition Regulation amendments which can be found at http://www.acquisition.gov/far/index.html 2) The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance economic freedom, and investments in their citizenry. For more information on the MCC, please visit www.mcc.gov. 3) The Government contemplates the award of a Time and Materials order(s) resulting from this solicitation. 4) THIS ANNOUNCEMENT IS FOR AN INDEPENDENT CONSULTANT AND IS NOT FOR INDIVIDUALS SEEKING EMPLOYMENT DIRECT WITH MCC. PLEASE VISIT: http://www.irs.gov/Businesses/Small-Businesses-&-Self-Employed/Independent-Contractor-Defined FOR INFORMATION REGARDING INDEPENDENT CONTRACTORS. 5) MCC will assist the independent consultant in coordinating with a Contractor Engagement Services Provider (CESP) for payroll, travel support, and international travel insurance. Therefore, the independent consultant does not need a DUNS number and/or registration in the System for Award Management (SAM) to submit a quote or be selected for the requirements under this solicitation. MCC already has a Blanket Purchase Agreement (BPA) with the CESP and therefore, all orders will be awarded to the CESP to provide the aforementioned services to the independent consultants, including payment. 6) Description of Services: MCC has a requirement for a consultant services for Regulatory Impact Assessment (RIA) to support the El Salvador Compact. 7) This notice is a request for competitive quotations. Therefore, all quotations received prior to the RFQ close date will be considered. 8) The Government will select a responsible independent consultants(s) whose quote conforming to this notice represents the best value in terms of technical criteria, past performance and price. All non-price factors (technical criteria and past performance) are more important than price. If options are included, quotes will be evaluated by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the options(s). 9) Evaluation Factors. Only quotes which meet the mandatory technical evaluation criteria will be considered. Evaluation Criteria: • Proven and demonstrated experience consulting and/or working with governments to design and implement regulatory improvement systems; direct experience in Latin America is preferred (minimum 10 years' experience required) (MANDATORY); • Proven track record in developing and implementing regulatory improvement programs in developing countries (minimum of 7 years' experience) (MANDATORY); • Experience with and knowledge of best practices in (MANDATORY): o authority and mandate needed for effective regulatory improvement bodies, o design of regulatory improvement systems, o organizational structures of relevant bodies within regulatory improvement systems, o integration of regulatory assessment in the policy process, o methods for conducting regulatory impact assessment (RIA). • Strong ability to communicate proficiently in English (required); proficiency in Spanish is a strong plus (MANDATORY); • Minimum of a Bachelor's degree (or equivalent) in finance, economics, management, policy analysis, public administration, business or other relevant field (MANDATORY); • Demonstrated professionalism, good judgment and flexibility to work, as may be necessary, outside normal work hours to meet needs of the position (DESIRED); • Responsible and flexible attitude and capability to manage a variety of tasks with minimal supervision on tight timelines (DESIRED); • Ability to work with multidisciplinary teams and institutions (DESIRED); • Strong computer skills (MS Office, Internet, familiarity with project management software) (DESIRED); and • Experience conducting regulatory impact assessments preferred (DESIRED). In addition, Consultants will be evaluated on the basis of their skills and experience in the following: Technical Support: General • Help define and develop MCC's position on the design and implementation of the project - building on work that has already been conducted during the Compact development phase; • Analyze FOMILENIO 2's (the entity created by the GOES to implement the Compact) proposals for the implementation of the Project and make sound recommendations to MCC for improvements; • Assist MCC staff in developing deliverables to FOMILENIO 2 relating to the design and implementation of the Project, including a wide range of other written materials (e.g., terms of reference, review and comments, presentations to FOMILENIO 2 or GOES, or other) as necessary for the implementation of the projects; • In coordination with MCC and FOMILENIO 2, develop and update all the documents necessary for the implementation of the projects, including a work plan, budget and procurement plan; • Develop management and organizational tools, improve operational procedures, compile and analyze data and support both internal and external reporting and communication as needed; • Provide input into the program logic and help develop MCC's monitoring and evaluation (M&E) strategy for this project, in coordination with MCC's M&E team • Coordinate and/or provide recommendations on internal Compact progress reports, audit requests, and other relevant documents as needed and appropriate; and • Complete other tasks and duties as directed by the Contract Officer's Technical Representative ("COR"). Advice and Guidance: Throughout the implementation process, provide leadership on resolving operations issues that arise within multi-disciplinary transaction teams that include environmental and social assessment, fiscal accountability, monitoring and evaluation, procurement and other technical experts: • Provide regular guidance and recommendations to MCC staff. Assist MCC staff to communicate guidance on issues to host country representatives; • Prepare background, analysis, and recommendations for senior management use at meetings, external events, and other forums as needed; and • Provide training as needed to MCC staff and FOMILENIO 2/GOES counterparts on regulatory improvement and RIA issues as needed. Research and Analysis: • Research, draft, and prepare effective communications and reports assessing and describing project progress; and • Reconcile conflicts between policies and program goals. Provide expert advice and recommendations to management. Other: • Provide advice and guidance to MCC on sector-wide and situation-specific regulatory improvement issues as requested; and • Work on regulatory improvement issues/projects in other countries if requested by the COR. Education: Minimum of a Bachelor's degree (or equivalent) in finance, economics, management, policy analysis, public administration, business or other relevant field. Past Performance: Three (3) professional references for relevant work performed during the past three years. Price: The government will examine the proposed rate for reasonableness. 10) Evaluation Methodology. The Government will perform a comparative analysis of quotes and will assess the advantages and disadvantages of each quote as related to the Evaluation Factors. Multiple awards may be made from this notice and all quotes will be retained and may be utilized for requirements for a period of 12 months. Resulting additional requirements that are awarded utilizing quotes from this action may include a base and up to four (4) option years. 11) Quote Deadline. Independent Consultants are invited to submit their quotations in response to this notice by 2:00 pm Eastern Standard Time (EST), Monday, January 25, 2016. Only e-mailed requests for additional information will be accepted at MCCConsultants@mcc.gov and williamsm@mcc.gov by 12:00 pm eastern standard time by Friday, January 15, 2016. Quotations submitted in response to this notice shall include the solicitation number MCC-16-RFQ-0043 AND description in the subject line and be signed, dated and submitted via email to MCCConsultants@mcc.gov. The maximum file size is 10mb. 12) Quote Submission. The Individual Consultant shall submit the following document: a. Technical: (1) Cover letter that addresses all technical criteria as listed in this solicitation; (2) Curriculum Vitae (25 page maximum) b. Past Performance: Three professional references c. Price: Bio-Data Form which includes the independent consultant's proposed rate and salary history (See link below). PLEASE DO NOT COMBINE YOUR SUBMISSION INTO ONE (1) DOCUMENT. DOCUMENTS (a), (b), &(c) MUST BE SUBMITTED AS SEPARATE DOCUMENTS. 13) There are no additional contract requirements(s) necessary for this acquisition other than those consistent with customary commercial practices. 14) See attached documents, (1) Addendum I to Solicitation; (2) MCC Bio-Data Sheet and (3) Statement of Work.
