Request for Information (RFI) Posting REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT NOTICE Division of Procurement/Acquisition Training 1.INTRODUCTION AND BACKGROUND Pursuant to FAR 10 "Market Research", this is a Request for Information / Sources Sought Notice (RFI) issued by the Bureau of the Fiscal Service (Fiscal Service). The purpose of this RFI is to obtain industry information and identify potential sources that are both capable of and interested in providing the services outlined herein. The information is being sought solely for market research and acquisition planning purposes. 2.BACKGROUND AND OVERVIEW Fiscal Service, Office of Share Services, Administrative Resource Center (ARC), Division of Procurement (DOP) handles acquisition needs for Fiscal Service and multiple other government agencies. The successful execution of the DOP business relies on mission essential processes to flawlessly carry out complex acquisitions. DOP must maintain a level of training to ensure its processes and policies are up to internal and external standards and regulations. As part of this process, DOP is searching for training in specific areas of concentration related to the following topics: 1. Contracting with AbilityOne FAR 8.7- Procuring items through AbilityOne and interaction with AbilityOne and its partners. 2. Personal Services FAR 37.104 - Procuring personal service acquisitions with both U.S. and Foreign Contractors. 3. Acquisitions under the Service Contract Labor Standards FAR 22.10 - Procurements adhering to the Service Contract Labor Standards guidelines to include among other things Wage Determination clauses under FAR 22.10 and Service Contracts Inventory under FAR 4.17. 4. Buy American FAR 25.1 - The history, applicable statues and regulations, the policy for supplies, and the expectations and trade agreements that may waive the Buy American Act 3.GENERAL SCOPE OF WORK In support of the Fiscal Service initiatives, DOP anticipates the potential need to provide four (4) individual training sessions one for each of the following areas individually: AbilityOne acquisitions, Personal Service acquisitions, Acquisitions under the Service Contract Labor Standards, and Buy American. However, Fiscal Service has not been able to find the specific training listed herein. The Government does not anticipate that one contractor will necessarily have or provide training in all four areas. Training courses can either be electronic or provided onsite. If training is provided onsite it will be in Parkersburg, WV, Fiscal Service will provide a training room at one of the following facilities for any onsite training: Bureau of the Fiscal Service 320 Avery Street or 200 Third Street Parkersburg, WV 26101-5312 This training shall be directed to procurement personnel (Procurement Technicians, Contract Specialist, & Contract Officers). The training shall reference any relevant Federal Acquisition Regulation (FAR) regulations governing these areas. The training shall include applying these areas into real-world scenarios found in the contracting planning, contract formation, and contract administration phases as applicable. 4.OUTLINE OF ANTICIPATED SERVICE TASKS 4.1Task 1 - AbilityOne FAR 8.7 Training: - How to complete procurements thru AbilityOne - Contract Planning a)Market Research b)Solicitations - Contract Formation a)Contract Writing - Contract Administration a) Post award Contract Administration 4.2Task 2 - Personal Services Contracts FAR 37.104 Training: - Contracting with U.S. Contractors - Contracting with Foreign Contractor 4.3 Task 3 - Acquisitions under the Service Contract Labor Standards FAR 22.10: - Formerly known as the Service Contract Act of 1965 - Wage Determination as prescribed in FAR 22.10 - Service Contracts Inventory as prescribed in FAR 4.17 4.4 Task 4 - Buy American FAR 25.1: - Buy American history, applicable statues and regulations, the policy for supplies, and the expectations and trade agreements that may waive the Buy American Act Note: The above is not intended to be an exhaustive list of core requirements, but rather an overview of the minimum expectations of course content. 6.SUBMISSION GUIDELINES Submissions should include sufficient evidence clearly demonstrating a vendor's capability to satisfy the requirements outlined herein. Responding vendors shall provide a general capabilities statement that includes a description of their standard line(s) of business, information outlining their experience, technical narrative addressing the specific service requirements/tasks (i.e. course outline), course duration, and type of course delivery (i.e onsite vs electronic). Submission should also include if any of the offerings include any Continuous Learning Points (CLPs). In addition to the general capabilities statement and specific technical information, vendors shall provide the following information with their submissions: •Name and location of company, contact information, DUNS number, and business size along with any specific socioeconomic classification(s); •Whether or not the company's services are available through an existing Government-wide vehicle, or solely in the open market; 7.DEADLINE FOR RESPONSES Fiscal Service will consider written vendor responses received by the established deadline; 5:00 PM (ET) on January 29, 2016. Responses must be submitted electronically to the following email address: purchasing@fiscal.treasury.gov. Responding vendors shall reference "RFI-ARC-16-024 DOP/Acquisition Training Attn: ES" in the subject line of the email. 8.DISCLAIMERS This is not a request for proposal/quote and does not imply an obligation on the part of the Government to purchase products/services or to proceed to any request for proposal/quote for such products/services. Further, this request does not obligate the Government to ultimately pursue a particular acquisition strategy. The Government shall not be liable for any costs incurred by vendors in preparing and submitting a response to this RFI. Submission of a response confers no rights upon the responder. No formal solicitation is available. Requests for additional information and/or a copy of the solicitation will not be considered an affirmative response to this posting. Telephone responses or inquiries to this request will not be accepted. All responding vendors are advised that responses to this notice, in and of themselves, will in no way be considered for contract award. In the event that a resultant solicitation would ensue, interested parties would be required to respond separately and formally in order to be considered for contract award. Additionally, a determination not to compete the proposed acquisition based upon responses to this request would be at the sole discretion of the Government.
