Description
The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to The Boeing Company to procure engineering and design analysis to incorporate Increment 3 Block 2 capabilities and architecture upgrades into the P-8A aircraft. NAVAIR intends to negotiate and award the contract utilizing other than full and open competition pursuant to the authority at FAR 6.3032-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". Pursuant to DFARS 206.302-1(d) and PGI 206.302, a sources sought notice was posted for this requirement. This effort will consist of incorporation of hardware and software upgrades to implement a service-oriented Applications Based Architecture (ABA), track management System, acoustics improvements, and Anti-Submarine Warfare (ASW) Signals Intelligence (SIGINT) systems utilizing existing P-8A controls and displays. In order to perform the requirement, an alternate source would require access to or a means to create technical data associated with the P-8A airframe and the Mission Computing Display System (MCDS). In order to meet the overarching P-8A Increment 3 schedule, this effort would need to commence in the 3rd Quarter of FY16 and complete by the 2nd Quarter of FY18. This notice of intent is not a request for competitive proposals. The Sources Sought Notice posted to FBO on 22 December 2015 provided the opportunity for interested parties to submit a capability statement indentifying its ability to execute the requirement. The Government has completed a review of all written information submitted on or before 6 January 2015 in response to the notice. The Government will not consider any information submitted by interested parties in response to this Presolicitation notice. Companies interested in subcontracting opportunities should contact Boeing directly via Ms. Laura Ford at (253)657-5151 or laura.a.ford@boeing.com.
