UNITED STATES GOVERNMENT Seeks Expression of Interest to Lease Flex Space in Kansas City, MO Procurement #: 5MO0189 State: Missouri City: Kansas City Delineated Area: North: Route 152 to N. Amity Ave to N. 104 th to I-29 to I-435. East: Route 291 to I-35 to I-435. South: 39 th Street. West: Kansas/Missouri State line to I-435. Minimum Sq. Ft. (ABOA): 14,750 (47% Office / 53% Warehouse) Maximum Sq. Ft. (ABOA): 15,250 (47% Office / 53% Warehouse) Space Type: Flex Parking Spaces (Total): 25 Parking Spaces (Surface): 5 Parking Spaces (Structured or Secured by Fencing): 20 Parking Spaces (Reserved): 0 Full Term: 10 Firm Term: 5 Additional Requirements: · Offered space shall be in a modern quality building of sound and substantial construction in good condition acceptable to the LCO; if not a new building, the space offered shall be in a building that has undergone, or will be completed by occupancy, modernization or adaptive reuses for the space with modern conveniences. · Space must be contiguous and on ground level. · Building cannot be within 1,000 feet of residential areas, places of worship, schools, hospitals, prisons, abortion clinics, mental health clinics, drug rehabilitation clinics and/or day care facilities. · Space cannot be in a building that houses day care facilities, abortion clinics, mental health clinics, or drug rehabilitation clinics, immigration, probations, public defenders, and/or social services within the building. · Access to space must be available on a 24/7 basis. · Must meet the Governments Security Level 1 requirements. · The off-site facility depending on the specific functions and occupants will have an office section and a warehouse section. The warehouse section of the light industrial space must be accessible by vehicle. · It is preferred to have a single story building with drive-in capability for large vehicles. For reference purposes some Government vehicles could be approximately 45’ long and the entrance to a storage area must accommodate the maneuvering of vehicles of this magnitude. · The warehouse space shall have the following minimum requirements within the facility: 1. Slab to ceiling, minimum 15’-0” clear height 2 A minimum of 25’ column to column spacing 3. Drive-in capability (i.e. slab on grade access or ramp access) 4. At least one 12’ wide x 14’ tall electrically operated overhead garage door 5. Floor drains will be required near inside overhead garage doors 6. Office space with men’s and women’s handicap restrooms 7. The space shall be protected with fire sprinklers (non-sprinklered buildings will not be considered). 8. The work area within the interior vehicle parking space shall be heated. 9. The garage area of some locations will be provided with limited air conditioning. 10. Separate HVAC controls for the office and warehouse areas are required. 11. The LAN Room shall be equipped with a 7/24 standalone HVAC system. 12. Slab on grade sealed concrete capable of supporting tractor trailer trucks – 6” slab thickness. 13. Frost-proof exterior hose bib shall be available for Government use at the 14’ high door location. 14. Exterior secured fenced parking. 15. Antenna roof rights. 16. Some facilities shall require a shipping and receiving space. Action : Choose whether or not a fully serviced lease is required. Also choose 100 year floodplain unless requirement is identified by agency as a critical action. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. The U.S. Government currently occupies office and related space in a building under lease in Kansas City, Missouri, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government, will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. Expressions of Interest Due: January 19, 2016 Occupancy (Estimated): August 20, 2016 SUBMISSION REQUIREMENTS: Expressions of interest must be submitted in writing and should include the following information at minimum (This is not an invitation for bids or a request for proposals): • Building name/address; • Legal property description, recent survey, and property identification numbers (PIN). • Location of space in the building and date it will be available. • One-eighth inch scale drawing of space offered. • ANSI/BOMA defined office area/useable square feet (USF) and rental rate per square foot, specifying services, utilities, and tenant improvement allowance included. • Name, address, telephone number, and email address of authorized contact. • In cases where an agent is representing multiple ownership entities, written acknowledgement. • Permission to represent multiple owners for the same submission. Please refer to Procurement Number 5MO0189 when responding. AUTHORIZED CONTACTS: GSA is using a tenant broker to represent the Government in lease negotiations for this transaction.
