- Description
- The U.S. Coast Guard is seeking to identify potential sources that may possess the expertise, capabilities, and experience to meet the below requirements. This Request for information (RFI) is issued for informational and planning purposes only. The information will be used to conduct market research to identify potential sources including both large and small business concerns. This will allow the Government to determine if the work could be set aside for small business concerns. The Government reserves the right to decide whether or not a small business set-aside is appropriate based on responses to this notice and other additional market research. Market research will also be used to determine if this should be a FAR part 8.4, 12, 15, 16. 5 or 17.5 procurement. The tentative NAICS code is 541611. This RFI is not a Request for Proposal (RFP) and should not be construed as a formal solicitation or an obligation on the part of the Government to acquire any services. The information requested by this RFI will be used within the Coast Guard and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. All information should be submitted to Lisa Penn at lisa.m.penn@uscg.mil. Responses to this RFI must be received NLT 19 January, 2016 at 1400. The capability statement should include a table of contents, and recommendations. At a minimum the following information is requested: 1. A narrative that provides sufficient written information supporting your firm's capability to perform the requirements. 2. Indicate whether or not your company would be likely to submit a proposal if a formal solicitation is forthcoming. 3. Provide the following prospective offeror's identification: a. Company name, CAGE code, DUNS number, address, and company phone number and website. b. Name of primary point of contact (POC), their current telephone number, and current email address. c. Identify your company size (Small or Other than Small), and socio-economic categories (HUB Zone, 8a, SDVOSB, WOSB) if any. 4. Provide any suggested alternative NAICS codes with explanation. 5. Provide suggested sourcing vehicle, such as OASIS, GSA FSS, GWAC, and MIPR. 6. Provide rough price estimate with explanation. REQUIREMENTS: The contractor shall provide an assessment of current United States Coast Guard (USCG) advanced technology aircraft operating philosophy, policies, procedures, and practices based on the MH-65E flight crew complement of two (2) pilots and one (1) flight mechanic (FM). The contractor shall provide Standard Operating Procedures for the MH-65E glass cockpit flight crew that conforms to United States Coast Guard (USCG) best practices including the following: The design flight procedures and practices for the MH-65E glass cockpit flight crew protocols shall proceed in the following order: a) March 2016 to May 2016 Review of OEM cockpit pilot interface and current MH-65 operational procedures and practices. Develop baseline normal, abnormal, and automation procedures cockpit protocols. b) June 2016 to August 2016 Validation of normal, abnormal, and automation procedures cockpit protocols with MH-65E aircraft flight crews functioning as operational interpreters of new cockpit design, new FMS software, and new cockpit automation. c) September 2016 to December 2016 Revise baseline normal, abnormal, and automation procedures cockpit protocols based on validation with MH-65E aircraft flight crews. Ryan Swah; d) Human Performance on the Flight Deck by Don Harris
