Description
Plumbing Dead Leg Removal, Project No. 595-14-177 THIS OPPORTUNITY IS AVAILABLE ONLY TO VETERAN-OWNED SMALL BUSINESSES. Veteran-Owned Businesses (VOSB) must be verified by The Center for Veterans Enterprise, "CVE").The Lebanon VA Medical Center is soliciting bids under Solicitation No. VA244-16-B-0381 for the following: Plumbing Dead Leg Removal, Project No. 595-14-177. Contractor shall remove all plumbing dead legs from the Lebanon VA Medical Center domestic hot and cold water system in accordance with the Specifications and Drawings. Contractor shall furnish labor and materials, and perform work for the VA Medical Center in Lebanon, PA, in accordance with all Specifications and Drawings. This requirement will be an Invitation for Bid (IFB) and is 100% set-aside for Veteran-Owned Small Business (VOSB). Additionally, this acquisition will be conducted in accordance with FAR 14, Sealed Bidding. The Solicitation documents and drawings will be available for download from the website https://www.fbo.gov on or about January 26, 2016. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the bidders' mailing list at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Bidder's Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Bid Walk Thru will be held on February 10, at 10:00 am (Contractors are to meet in Bldg. 99, Room 42). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: toni.barber@va.gov no later than Close of Business, February 12, 2016. No telephonic or fax requests will be honored. In accordance with VAAR 836.204, the magnitude for this procurement is between $1,000,000 and $2,000,000 and NAICS Code 237110 with a small business size standard of $36.5 million. Bid Opening Date is scheduled for February 29, 2016, at 10:00 am. After the formal bid opening, an award will be made to the lowest responsive and responsible bidder. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of funds. The VA will not be responsible for bid costs if the solicitation is cancelled for lack of funding. The maximum time for completion of the project is 280 calendar days after receipt of Notice to Proceed. All interested parties MUST be registered in the System for Award Management (SAM) Database at www.sam.gov, MUST meet the CVE VOSB verification requirements per www.vetbiz.gov, MUST have a current record in the Online Representations and Certifications Application (ORCA), and MUST meet OSHA/EPA requirements. For VOSB CVE verification guidelines, you may refer to http://vip.vetbiz.gov. To complete Representations and Certifications with ORCA, you may go online at https://orca.bpn.gov. For OSHA information, you may refer to www.osha.gov. In accordance with FAR 36.606 no construction contract may be awarded to the Architect and Engineering team that designed the project.
