- Naval Sea Systems Command Headquarters (NAVSEA HQ) intends to issue a Basic Ordering Agreement (BOA) under which Firm-Fixed-Priced (FFP) orders will be issued to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 01 April 2016 to Rolls Royce Marine North America (RRMNA). This synopsis of BOA N00024-16-G-4104 with RRMNA serves as the pre-solicitation synopsis for all orders by NAVSEA for the inspection, alteration and replacement of Government Furnished Material (GFM) propulsor hardware, tooling, new hardware, and engineering services in support of in-service and new construction propulsor systems. The proposed BOA is a follow-on to BOA N00024-11-G-4405, under which RRMNA provided the supplies and services identified above. The duration of the ordering period will run from FY16 to FY21. RRNMA is the only known source with the requisite technical capability to fully comply with the complex and stringent requirements associated with manufacturing a VIRGINIA Class propulsor rotor, which is subject to the military quality requirements for the manufacture of Nickel-Aluminum-Bronze (NAB) propellers for surface ships. RRNMA currently operates the facilities and specialized equipment necessary to manufacture the required rotors, including, but not limited to, a furnace with melting capability of 150,000 lbs. of NAB at one time, 100 ton capacity cranes, and a high speed 5-axis milling machine capable of milling material to exact contours and profiles. RRNMA is the only known privately held company capable of meeting the Navy's needs without considerable duplication of costs and unacceptable delays in schedule to develop another source. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a capability statement, proposal, or quotation, which, if received within 30 calendar days of publication of this notice, shall be considered by NAVSEA. All responses must be submitted to the Government point of contact at the email address brian.lofgren@navy.mil. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
