- The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source contract to the Johns Hopkins University Applied Physics Laboratory (JHU/APL), 11100 Johns Hopkins Road, Laurel, MD 20723-6099 for an effort entitled "Mission Design Tool." The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1). JHU/APL is the only responsible source capable of fulfilling this requirement without substantial duplication of cost to the Government that is not expected to be recovered through competition. The initial prototype version of the MDT was developed by JHU/APL under a previous DTRA contract. JHU/APL developed the existing formalisms, such as the detection models and interpolation methods and the source term generation engine. JHU/APL was the lead performer in the collection of all the data on which the detection models are based, and thus have an intimate understanding of the limits of applicability of these data in that context. They have also cleaned and consolidated the relevant parts of the datasets and have created customized tools for expediting this development process. Additionally, JHU/APL has significant operational experience in the field of the required passive search modes (mobile, foot-borne, maritime, and aerial) and has worked closely with existing deployment team members to find the right implementation of the toolkit, establishing a rapport with the user community. The scope of this effort is to add capabilities to the initial prototype version. These include user-fielded detectors, a mobile search mode for man-portable backpack/handheld detectors, features for the mobile search such as automated map functions and route optimization, and static search modes for vehicle portal and man-portable detectors. This notice of contract action is not a request for competitive proposals; no formal solicitation will be issued as a result of this announcement. All responsible sources may submit a capability statement which shall be considered by the Government. The Government will not be responsible for any costs incurred by responding to this notice. A determination to proceed with this effort on a sole source basis based upon capability statements received and evaluated in response to this announcement is solely within the discretion of the Government
