Description

Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source IDIQ contract for a 12 month base and (4) annual option years to obtain consultative services for VA VISN1 New England Medical Center laboratories for selected cytopathology and surgical pathology cases and selected clinical laboratory tests from Partners Healthcare, Brigham & Women's Hospital, 20 Shattuck St., Boston, MA 02115. Due to the affiliate relationship with the VA Boston, Brigham & Women's expertise in kidney and muscle pathology as well as their ability to meet the need for the varied laboratory testing, many of which are time sensitive and require rapid turnaround, Brigham & Women's' Hospital is the only vendor that can meet this need. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The solicitation will be available to Brigham & Women's Hospital on or about 1/15/2016. One response was received to the Sources Sought Notice published to FBO on 11/23/2015 under #VA241-16-Q-0087. However, it was determined that the interested party would not be able to meet the rapid turnaround time requirements needed since their facility is not located within the necessary geographic proximity and they do not appear to have expertise in kidney and muscle pathology. The types of biopsies to be tested during the performance of this procurement are fresh specimens that need to be transported to the receiving institution shortly after collection to preserve tissue integrity. The applicable NAICS code is 621511. The FSC/PSC is Q515. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
