- USCG 110 WPB Drawings USCG 110 WPB DOCKING AND LIFTING CRADLE DECK TRANSPORT SYSTEM SOURCE SOUGHT NOTICE SOURCES SOUGHT NOTICE USCG 110 WPB DOCKING AND LIFTING CRADLE DECK TRANSPORT SYSTEM DESCRIPTION This is not a solicitation announcement. This is a source sought synopsis only. The purpose of this sources sought synopsis is solely informational, market research, and planning purposes, that may be of interest to the United States Coast Guard (USCG). Further, USCG is not at this time seeking proposals, and will not accept unsolicited proposals. The result of this market research will contribute to determining the method of procurement. Pursuant to FAR Part 10 (Market Research), the purposes of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exist, (2) to ascertain potential market capacity, (3) determine the commercial practices of company's engaged in providing the needed service or supply, and (4) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; and meeting and tracking performance. This is NOT a request for proposals and in no way obligates the Government to award any contract. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this source sought. All costs associated with responding to this request will be solely at the responding party's expense. Please be advised that all submissions become Government property and will not be returned. Not responding to this request does not preclude participation in any further RFP, if any is issued. In accordance with FAR 15.201 (e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this source sought. Pursuant to FAR Part 6 (Competition Requirements) and FAR Part 19 (Small Business Programs), competition and set-aside decisions may be base on the results of market research. This notice in no way obligates the Government to any further action. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published in the Federal Business Opportunity website. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Again, this is not a request for proposals and in no way obligates the USCG to award any contract. REQUIREMENT The United States Coast Guard is conducting market research to determine potential suppliers with the capabilities to manufacture a cradle system used to transport 110' Island Class Patrol Boats on sealift vessels. SPECIFICATION: (Subject to change at the discretion of the Government). The contractor shall provide all labor, management, supervision, tools, materials, and all equipment necessary to manufacture of the cradle system used to transport the 110' Island Class Patrol Boats on sealift vessels. All work and inspection services will be performed at the companies facility. The cradle systems will be shipped to the U.S. Coast Guard Yard in Baltimore, MD. Shipping will be F.O.B. Destination for all cradle systems. SCOPE OF WORK: The scope of the acquisition is will include, but is not limited to the following work items: WORK ITEM 1: DECK TRANSPORTATION SYSTEM, FABRICATE-REQUIREMENTS • General. The contractor shall fabricate a Deck Transport System consisting of a Docking/Lifting Cradle, Shipping Cradle and Spreader Bar. • Docking/Lifting Cradle. The Contractor shall fabricate a Docking /Lifting Cradle in accordance with Coast Guard Drawing 110WPB-085-014 and 110WPB-085-010 which provide the required details. • Shipping Cradle. The Contractor shall fabricate a Shipping Cradle in accordance with Coast Guard Drawing 110WPB-085-015 which provides the required details. • Spreader Bar. The Contractor shall fabricate a Spreader Bar in accordance with Coast Guard Drawing 110-WPB-085-016 which provides the required details and includes the rigging required to lift the vessel with a crane. • Material. The steel used in the Deck Transport System construction shall be ABS Ordinary Strength Steel in accordance with MIL-STD-22698. The pipe shall be galvanized and in accordance with WW-P-404. • Welding. All welding shall be done in accordance with the referenced Coast Guard drawings and SFLC Standard Specification 0740, to include nondestructive inspection of welds. • Labeling. For ease in assembly, the components of the cradle assembly shall be labeled in accordance with USCG Drawing 110-WPB-085-014 and 110-WPB-085-15. • Preservation. The Contractor shall blast and prime all of the steel components of the cradle assembly. WORK ITEM 2: SYSTEM TEST AND DELIVERY-REQUIREMENTS • Intent. This work item describes the requirements for the Contractor to assemble, test, disassemble and transport the Deck Transport System. • System Assembly. The Contractor shall assemble the Bolted Docking/Lifting Cradle and the Shipping Cradle in accordance with USCG Drawing 110WPB-085-017. • Spreader Bar and Rigging. Using an appropriately rated crane, the Contractor shall rig the Spreader Bar to the pick-up points on Docking/Lifting Cradle as shown on USCG Drawing 110WPB-085-016. • System Test. The Contractor shall construct the cradle in accordance with Coast Guard Drawings and in the presence of the COR and using a calibrated dynamometer, conduct a full scale proof and weight test in accordance with Coast Guard Drawings and SFLC Std Spec 8634. Upon successful completion of the test the Contractor shall submit a Condition Found Report (CFR) documenting the results. All welding and brazing shall be accomplished by trained welders who have been certified/qualified by the applicable regulatory code performance qualification procedures. Upon completion of the fabrication and testing, the contractor will provide all required documentation in accordance with SFLC Standard Specification 8634, Drydocking, Appendix C Requirements for Docking and Lifting Cradles to the US Coast Guard for final review and acceptance. Firms responding to this announcement that fail to provide all of the required information cannot be used to help the Government make the appropriate acquisition decisions which is the intent of this sources sought notice. This notice is to help the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. All interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation. How will the number of cradles impact this time line? Provide time line for order of 2 and 4 each of the cradle systems. u) For acquisition planning purposes what is a rough order of magnitude cost estimate for the manufacturing, testing, and delivery described in the scope of work above for 1, 2 and 4 cradles? v) Could your company accommodate fixed pricing for a United States Coast Guard (CG) Indefinite Delivery Indefinite Quantity (IDIQ) type contract for up to five years to manufacture said cradle? The CG will be retiring 110' Island Class Patrol Boats during this period and making available for transfer under the FMS program. w) Reserved. x) For acquisition planning purposes would you consider cradle purchases a "Commercial" product or "Non-developmental commercial product" under the FAR? y) If two companies are planning to conduct business and submit an offer as a Joint Venture or similar type of teaming agreement, they are requested to provide past performance information on projects of similar scope that they have performed together as a Joint Venture, if available. Providing individual past performance documentation from each company on separate projects where the two did not work together may be considered less relevant. z) Is company register in the System for Award Management (SAM), formerly known as Central Contractor Registration (CCR), as prescribed in FAR Clause 52.232-33?
