Description
AMENDMENT #2: THE DATE FOR RECEIPT OF SUBMISSIONS HAS BEEN EXTENDED TO 20 JANUARY 2016. THIS SOURCES SOUGHT SYNOPSIS NUMBER HAS BEEN CHANGED TO: W911WN-16-SS-0001. This is a Sources Sought announcement only. This is not a Request for Proposal. This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Response to this notice is strictly voluntary and will not affect any vendor's ability to submit a proposal if and when a solicitation is issued. The purpose of this synopsis is to survey the market and gain knowledge of potential interested contractors for completing the work effort relative to NAICS 237310-HIGHWAY, STREET AND BRIDGE CONSTRUCTION. Estimated magnitude of construction: $250K - $500K The Whiteday Creek Public Access Bridge is located at the entrance to Opekiska Lock and Dam near Everettville, WV, 7 miles southwest of Morgantown, WV. The bridge carries Opekiska Road (Route 36) across the mouth of Whiteday Creek where it empties into the Monongahela River to provide the only public land access to the locks. The bridge consists of three simple spans and measures 200'-0" in length overall between the abutment bearings. The two end spans each span 50'-0" between the abutment bearing and pier centerlines, while the middle span spans 100'-0" between the pier centerlines. Transversely, the deck measures 25'-0" out-to-out and 21'-0" from curb-to-curb. Guardrails are installed above both curbs. The main load-carrying members are eight adjacent precast pre-stressed concrete box beams. At the Main Span, each single-cell beam measures 4'-0" in height at the ends over the piers and 3'-9" in height at mid-span. The Main Span box beams are post-tensioned with two 1¼" tie rods through solid concrete diaphragms at three separate and equally spaced locations along the span. Grouted shear keys are located longitudinally between the beams near the top. An asphalt wearing surface overlays the tops of the box beams. At the Main Span, the overlay thickness measures 3½" at the roadway centerline and is gradually sloped to both curbs for drainage. The substructure includes two single-shaft reinforced concrete piers situated on sound rock. Additionally, the reinforced concrete abutments are founded on steel piles driven to sound rock. There is evidence that water is penetrating the box beams and that the shear keys between adjacent beams are deteriorated. The exposed pre-stressing strands are cause for concern as the pretension force in the strands and structural capacity of the affected box beams are assumed to be compromised. The bridge currently has a 5 ton weight limit to reduce the impact on the bridge. The Contractor will install carbon fiber reinforced polymer (CFRP) strips to the underside of the Main Span box beams to strengthen the beams. The CFRP strips will be installed after making concrete repairs to spalled areas with exposed pre-stressing strands. Approximately 90 linear feet of 4-foot wide beam flange will need to be repaired and reinforced with CFRP strips. Repairs will consist of removing unsound concrete, cleaning exposed reinforcing and pre-stressing strands, applying a corrosion inhibitor and bonding agent, and repairing the area with low-permeability concrete patch material. The bottom of the beams are approximately 4'-3" (at their lowest) to 5'-6" (at their highest) above normal pool elevation. Actual clear distance will vary based on releases from Opekiska Lock and Dam and the time of year. The project completion date is set at 150 days following contract award. The Notice to Proceed (NTP) will be granted by the Contracting Officer following contract award after the Contractor provides Performance and Payment bonds. Official Solicitation will likely be issued March of 2016. Results of this sources sought will be used, in part, to determine the feasibility of a small business or lower tier socio-economic set aside for this project and to determine if the Rule of 2 has been met for any particular category of small business. All qualified contractors are encouraged to respond; lack of responses may jeopardize the project being set aside for small business. Offeror's response to synopsis shall be limited to 8 pages and shall include the following information: -Offeror's name, address, point of contact, phone number, and e-mail address, and web site (if any); -Offeror's business designation and socioeconomic sector (eg. Large, Small, 8(a), Woman-owned, Service-disabled Veteran Owned, HUBZone, Small Disadvantaged, etc.); -Commercial and Government Entity (CAGE) Code and DUNS Number; if a member of a joint-venture or mentor-protégé agreement with the SBA, please provide information on both members of the JV. -Contractor's Bonding Capacity -Offeror's interest in bidding on the solicitation once it is issued; -Offeror's capability to meet the requirements including specific equipment and experience with the means and methods described in this sources sought announcement; if a member of a joint venture, the offeror should include relevant information from both members of the JV. Do not provide information on other repair methods as this project has already been developed and other methods have been considered and discarded as not feasible either in terms of cost or other factors. -Offeror's ability to perform at least 15% of the effort with its own equipment; -Offeror's capability to perform a contract of this complexity, comparable work performed within the past 5 years, including a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of project. If a member of a joint venture, the offeror should include relevant information from both members of the JV. Interested Offerors shall respond to this Sources Sought Synopsis no later than 3:00PM (EST) on 16 December, 2015. E-mail is perferred method of replying to this synopsis.
