Description
The NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office is soliciting for non-personal engineering and technical services in support of Joint Staff, J3, Deputy for Nuclear, Homeland Defense and Current Operations, Protection Division (DDNHDCO). The contractor shall assist in the execution of three (3) Level IV Antiterrorism Executive Seminars and the annual Protection Conference. The following services are required to full-fil this contract: classified up to SECRET conference facility to accommodate 150 key government personnel; pre/post conference coordination and administrative support; professional facilitation and technical consultant services; nine breakout rooms and one large conference rooms for classified discussions up to SECRET; audio/video and teleconference capability and various supplies and equipment, etc. The proposed requirement is being processed on an unrestricted basis. The performance period will consist of one (1) twelve month base period with four (4) twelve month option periods. The solicitation will require the submission of cost/price and technical quotes. In accordance with FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price, ability to perform the required complex skills, and past performance. The relative importance of the factors is as follows, Performance Approach and Past Performance are equal importance and when combined more important than Price. A Firm Fixed Award type contract is anticipated in accordance with FAR Subpart 12.6 using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5. The applicable NAICS code is 541330 ($15M in annual receipts). The solicitation will be made available electronically upon its release at the Navy Electronic Commerce Online (NECO) website, www.neco.navy.mil. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments. The Government will not pay for the information received. It is anticipated the solicitation will be released fifteen days (15) after this synopsis. The closing date for the receipt of offers will be set forth in the RFQ. Quoters must be registered in the System for Award Management (SAM) database to be considered for award. See www.sam.gov for further information and instructions.
