Description
PRE-SOLICITATION NOTICE The American Consulate General, Frankfurt is looking for interested and qualified companies for the Request for Proposal (RFP) SGE50016R0019 for: CONSTRUCTION RENOVATION OF THE AMERICAN CORNER LIMETE IN KINSHASA, D.R. CONGO The Regional Procurement Support Office in Frankfurt, Germany intends to issue a Firm Fixed Price Construction Type Contract in the first quarter of calendar year 2016. Qualifications required include that firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Kinshasa, DRC. NOTE: Registration in the US System for Award Management (SAM) database is mandatory to be considered for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at the help tab of https://www.sam.gov. The magnitude of this project as per FAR 36.204 is between US$ 250,000 and US$ 500,000. The solicitation package will only be available in the English language. Solicitation and award will be subject to the federal procurement laws and regulations of the United States of America. American Corner Limete has been designated by the International Information Programs (IIP) office as a "Tier One" space, the design for which was suggested by Smithsonian Institution. The Public Affairs Section requires a construction company to execute the design as conceived of by the Smithsonian and a local A&E firm. The project will include demolition and construction of walls and doors, floor polishing, painting, installation of a modern electrical system, refurbishment of toilets, and a number of other tasks as described in the solicitation, specifications, and drawings. Companies interested in the solicitation shall express their interest by e-mail to Mr. David A. Cubitt at CubittDA@State.gov (with a copy to RPSOFrankfurt@state.gov) no later than midnight on Tuesday, January 26, 2016, referring to solicitation number SGE50016R0019 in the subject line. It is anticipated that there will be a Pre-Proposal Conference, and Site Visit; the exact date, time, and location of meeting will be announced later. The solicitation documents will be supplied only upon request; the documents will not be posted on FBO. All requests for a copy of the solicitation and attachments MUST include the following information: Name and complete physical address of company, name and E-mail address of the point of contact, proof of SAM registration (i.e. print screen of search record with ‘active' record) and a short explanation / proof of qualifications. APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST In checking the boxes of this check listing, you are acknowledging that your company is able to reach compliance with the following highlighted requirements included in the solicitation. Business Licenses: In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999) you will be required to provide written certification of authorization to operate and do business in the Democratic Republic of the Congo. You will be required to provide information that clearly shows you are able to work in the country of the Democratic Republic of the Congo. Any entry or work visa requirements issues must be clearly discussed with a plan to mitigate any risk clearly identified. Irrevocable Letters of Credit (ILOC): You shall show by way of a letter from a financial institution that your company will be provided with ILOCs totaling 40% of the value of the contract. The amounts being approved by your bank will need to be written into the documentary proof. If you have a DUNS number* and have been SAM** registered, please include below. Please note that the requirement to obtain a DUNS number and for your company to be SAM registered, will be a mandatory requirement to be considered for contract award.
