Description

The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to purchase ACD Chemsketch Floating Concurrent Network software licenses and annual maintenance from Advanced Chemistry Development, Inc.. This purchase is on a sole source basis with the vendor Advanced Chemistry Development, Inc., under the authority of 41.U.S.C. 253 (c)(1), FAR 6.03-1 is the sole and exclusive provider and distributor of the software product. The period of performance includes a 12 months base and four 12-month option periods. The base period is estimated to begin on or around 03/01/2016. Any firm that believes it is also capable of providing the product features may respond to this notice and shall provide a capability statement and indicate that the firm is challenging the statement that the vendor Advanced Chemistry Development, Inc., is the sole provider of the product. All questions and/or responses shall be directed to Brent Maravilla via email at maravilla.brent@epa.gov by January 27,2016. Responses shall include ACD SOLE SOURCE in the subject line of the email. The contracting officer will not respond to telephone inquiries. The estimated value of the acquisition is $49,700.
