- The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (DENA 209505) and identify your socioeconomic status, 8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small). Your capability information MUST be 5 pages or less in length and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels. Your response is due no later than Close-of-Business (COB) Mountain Time on January 26, 2016. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. Please refer to the current SBA rules regarding HUBZone firms, effective October 1, 2011. Denali National Park & Preserve Rehabilitate Toklat Utility Infrastructure NAICS Code: 237110 Estimated Cost Range: $2 million - $5 million Estimated Period of Performance: May 1, 2016 (weather dependent) – September 20, 2016 Description: The proposed work consists of the replacement of the existing water distribution, electrical distribution, and sanitary sewer collection & disposal system. The (generally above-grade) water distribution system will be replaced with a modern (primarily above-grade) distribution network to include arctic-insulated mains & service laterals to the point of building connections. The system includes approximately 2000 LF of circulating mains and approximately 1500 LF of electrically heat-traced service lines. The sanitary sewer replacement will remove and replace all existing manholes and approximately 3000 LF of arctic pipe collection laterals/mains. Water and sewer materials are generally fused, pre-insulated HDPE. Additionally, the existing lower septic tank will be replaced with a combination septic/lift station, and a force-main fed mounded absorption field will be installed. Portions of sewer and water work are anticipated to occur under the influence of groundwater. Electrical distribution replacement will generally consist of new distribution wiring from the existing generators to all of the Toklat Road Camp buildings, as well as replacement of outside disconnects and meter/main units. Interior wiring is generally not part of this project. A major effort of this contract will be maintaining water/sewer/electrical service to the operations and residential buildings in the area, via phasing of work and provision of temporary services. Toklat Road Camp is located at Mile 46 of the Denali Park Road. This location is within an environmentally sensitive area of the park and away from any commercial services. Complex access constraints exist, generally regarding road usage, and logistics can be difficult. The working season is short, with access based on spring thaw to start the season and the potential for late season disruption due to cold & inclement weather. Communications are limited with the need for contractor to provide satellite telecommunications; similarly, the Contractor must provide hard-sided “camp” facilities for their crews (typically RV’s or similar), although water/sewer/electrical service is available at the location. ****Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Notice. 1) Site work in areas that are in use by residents and/or workers. 2) Provision of temporary utilities and/or phasing of work to ensure on-going utility service during construction work. 3) Work in national parks and environmentally sensitive sites. 4) Management of complex coordination issues related to logistical challenges. 5) Management of multi-disciplinary projects.
