- Description
- The Naval Air Warfare Center Aircraft Division Patuxent River, MD intends to negotiate on a non-competitive basis with Northrup Grumman Systems Corporation (NGSC) (CAGE 70974), San Diego, California, for the effort required to provide the Non-Recurring Engineering for the laboratory test, qualification test, ground test, flight test, and airworthiness substantiation required to integrate the RT-1912(C) AN/APX-123 Identification Friend or Foe transponder into the production MQ-8B air vehicle (via a Class I Engineering Change Proposal); while retaining RT-1836(C) AN/APX-118(V) software (backward) compatibility. This effort will also include the scope to revise the MQ-8B and MQ-8C production drawings and Integrated Logistics Support elements required to fully integrate the APX-123(V) into MQ-8 Unmanned Air System. Under the authority of 10 USC 2304(c)(1), as implemented in FAR 6.302-1, the Government intends to issue a sole source contract to NGSC because this firm is considered the only responsible source capable to perform this effort. The Government does not own technical data, drawings, or other specifications to permit full and open competition. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. No solicitation will be available for this procurement. Responses must be received within 15 days of publication of this notice. Responses should reference solicitation number N00019-16-R-A002.
