Description
NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE CONTRACT-- THIS IS NOT A REQUEST FOR QUOTE Project Title: Lebanese Air Force (LAF) Cessna 208 Series Aircraft Maintenance Training The Air Force Installation Contracting Agency (AFICA) - 338 Specialized Contracting Squadron (SCONS), JBSA-Randolph Texas 78150-4302, announces the intent to award a firm-fixed price contract on a sole source basis to FlightSafety International (FSI) under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements. North American Industry Classification System Code (NAICS) 611512 (Flight Training) with a size standard of $27.5M is determined to be the most appropriate for this acquisition. The anticipated period of performance will be 12 months from time of award. The anticipated award to FSI (Cage Code 1B493) will be issued as a logical follow-on contract to obtain Cessna 208 Series Aircraft Maintenance Training in support of Lebanon's recent Foreign Military Sales (FMS) purchase of the Cessna 208/EX aircraft. With the acquisition of the aircraft, entitlement training for two (2) engine maintenance technicians and one (1) airframe & powerplant mechanic was included in the purchase price and will be provided by FSI. FSI is the original equipment manufacturer (OEM) training source provider for entitlement training. However, prerequisite training is required before the entitlement training can be obtained. Under the contemplated contract, FSI will provide the prerequisite training, which includes principals of troubleshooting course, for the Cessna 208 aircraft technicians in preparation for the entitlement and follow-on training to gain full maintenance capability. FSI's continued role as the training provider will ensure there will be no reduction in the level of standardization of maintenance training or operations. Student support services, such as lodging, dining facilities, and transportation, will also be provided by FSI. This contract will only provide training to the two (2) engine maintenance technicians and one (1) airframe & powerplant mechanic (total 3 students) who will be receiving the entitlement training. Any additional students from the LAF that require Cessna 208 Series Aircraft Maintenance Training will not be covered under this sole source contract. This notice of intent is NOT a request for competitive proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the government. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the government, would not be cost or time prohibitive, and shall also include the following: a. Description that the interested party can provide and possesses the technical data required to provide the prerequisite Cessna 208 Series Aircraft Maintenance Training in order to obtain the previously purchased entitlement training from FSI as identified above. b. Description of what services the interested party would perform and what services would need to be subcontracted. c. Business size of interested party. To be considered by the government, interested parties must deliver their intent and capabilities to satisfy the government's requirement via email to the Point of Contacts identified below no later than 12:00 PM, Central Daylight Time (CDT) on 28 Jan 2016.
