- SOLE SOURCE JUSTIFICATION FOR FEDERAL PROCUREMENTS UNDER SAP The USDA ARS - WBSC intends to award a sole source Firm Fixed Purchase Order (PO) to QIAGEN INC, 27220 Turnberry Ln, Valencia, CA 91355-1018. The PO will attain three (3) Full Service Agreements for USDA ALARC previously purchased equipment from QIAGEN, which are located at the USDA-ARS 21881 North Cardon Lane, Maricopa, AZ. The Firm Fixed PO will include: •1) Three (3) Full Agreements for the listed QIAGEN equipment owned by USDA ARS in Maricopa AZ: a) QIAcube, Serial # 50239, b) QIAcube HT/QIAxtractor, Serial # 8350; & c) QIAgility, Serial # 8461. •2) Four (4) 12-Mths Option Years (to be exercised at the Government discretion) for continuity of these Service Agreements. The QIAGEN QIAcube Robotic workstations are used for automated high-throughput purification of nucleic acids. They contain proprietary technologies that allow users to fully automate several hundred protocols using QIAGEN consumable products. Due to the proprietary nature of the fully integrated centrifuge, heated shaker, pipetting system and robotic gripper containing optical and ultrasonic sensor technologies, preventative maintenance and service repairs on the QIAcube systems must be performed by QIAGEN certified technicians. The QIAGEN QIAgility is used for automated PCR setup, normalization of DNA and RNA concentrations, liquid sample transfers from varied tube formats and for serial dilutions with variable dilution ratios. Due to the proprietary nature of the automated operating software that regulates all workstation systems and the proprietary Q Protocols, preventative maintenance and service repairs on the QIAgility system must be performed by QIAGEN certified technicians. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about January 19, 2016; and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 5:00PM PST, January 18, 2016. Information received will be considered solely for determining whether to conduct a competitive procurement.
