Description
This is a Sources Sought Notice. This notice neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this notice. The U.S. Government is not obligated to notify respondents of the results of this notice. If a formal solicitation is generated at a later date, a pre-solicitation notice will be published. No award will be made as a result of this Sources Sought Notice. The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division, is seeking potential sources who are interested in the manufacture and delivery of 27mm Frangible Armor Piercing Discarding Sabot (FAPDS), Target Practice (TP), and Dummy Cartridges. The manufacture of these cartridges includes all components and Load, Assemble and Pack (LAP). The Government is also interested in contractor test capabilities for conducting delivery acceptance testing of these cartridges. The FAPDS cartridge provides a tactical, hard target defeat capability. The TP and Dummy cartridges are intended to be used for training purposes. The FAPDS cartridge shall consist of a subcaliber frangible projectile, a cartridge case with propellant charge, and a primer. The TP cartridge shall consist of an inert projectile, a cartridge case with propellant charge, and a primer. The Dummy cartridge shall be a fully inert representation of the target practice round and be capable of cycling through the MLG27 light naval gun. All cartridges must be compatible with the MLG27 light naval gun. Respondents must be capable of manufacturing all 27mm cartridges listed in this notice. Should such a contract be pursued, respondents must have at least 9,000 27mm TP cartridges in stock for rapid delivery. Additional quantities for new production are estimated to include 7,500 TP cartridges, 7,500 FAPDS cartridges, and100 Dummy cartridges. Respondents must be able to pass a Safety Survey and must have personnel trained and experienced in handling energetic materials. These materials are extremely hazardous and environmentally sensitive. The Government does not own a production Technical Data Package (TDP) for these items. These cartridges will be procured to the respondent's own design specifications. In responding to this Sources Sought Notice, respondents should provide the following information: A description of the item(s) that may be offered, should the government pursue procurement of this ammunition. The description should include performance parameters such as pressure, velocity, action time, and range, Lead time to delivery for both existing stock and new production, Past performance in manufacturing the requested items or similar items, A description of the respondent's technical and manufacturing capabilities, Identification of those major components that would be subcontracted, A description of the respondent's environmental and ballistic test facilities capable of supporting typical ammunition delivery acceptance tests, A description of the respondent's quality plan, including methods for flowing quality requirements to sub-vendors, A description of the respondent's safety plan and any additional safety certificates, Company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). All interested sources shall also provide the organization name, address, point of contact, phone number, fax number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code.
