Description

The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for the VA Financial Services Center (FSC) for TeamMate Software Licenses. The TAC intends to award a sole source Firm-Fixed-Priced (FFP) contract for a twelve (12) month Base Period and four (4) 12-month Option Periods to Wolters Kluwer Financial Services Inc., doing business as Wolters Kluwer, 100 South 5th Street, Suite 700, Minneapolis, Minnesota, 55402. This proposed action includes the procurement of 15 TeamMate Audit Management (AM) licenses, 5 full/50 casual Controls Management (CM) licenses, TeamMate AM and CM Suite training, and software maintenance for FSC's existing TeamMate AM and CM licenses within the base year period of performance. Additionally, the procurement will include four, one-year option periods, which will provide for the procurement of additional licenses, continued software maintenance on existing and subsequently acquired licenses, and additional training offerings. This software is needed to support FSC and its increased audit workload resulting from the Veteran Access to Care Act of 2014. The additional licenses must operate within the existing FSC hardware and software infrastructure previously established upon existing TeamMate licenses. Only TeamMate software provides for full interoperability with the existing hardware infrastructure, database technologies, and integration with current management software. Wolters Kluwer Financial Services, Inc. is the developer and sole provider of the TeamMate brand of auditing software, and there are no authorized resellers. Additionally, Wolters Kluwer Financial Services, Inc. owns the proprietary software code, and has no plans to sell it or to allow any other contractor to access it as a reseller to provide maintenance support. Therefore, no other source possesses the proprietary data or source code necessary to provide maintenance of the TeamMate licenses. The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The North American Industrial Classification (NAICS) for this effort is 511210. The estimated date of award for this action is January 29, 2016. This serves as a notice of intent, not a request for quotes. Solicitation VA118-16-Q-0853, is hereby attached for informational purpose, only.
