Description
PLEASE NOTE: THE ARCHIVE DATE DOES NOT REFLECT SOLICITATION DUE DATE. Posting (brief abstract): The FAA is seeking competent and qualified roofing contractors to replace roof membranes at BPT ATCT and Base Building, Jack Brooks Regional Airport, Beaumont, TX, 77705. Work will include, but not be limited to the following: 1.Remove the existing roofing system down to the steel deck. Install a new adhered PVC roof membrane and insulation. Work includes the ATCT cab roof, base building, and ESU building. 2.Waterproof the ATCT catwalk with a fiber reinforced liquid roofing system. 3.Replace the existing louver on the ATCT catwalk with a wind-driven rain extruded louver. 4.Remove and replace backer rod and sealant in ATCT exterior concrete panels. 5.Add fall protection system to base building and ESU building roofs. 6.Reinstall the existing lighting protection system on the base building and ESU building roofs. 7.Replace damaged pipe insulation in the ATCT mechanical room. 8.Replace damaged pipe insulation in the ESU work room. 9.Replace all exterior doors on the ESU building. Work will be done on an operational facility and the contractor shall comply with all procedures, rules and regulations of the facility authorities including limitations on equipment, allowable work hours, and other issues to ensure uninterrupted operations. All work shall be in accordance with the plans and specifications. 1.This project is set aside for 8(a) certified small business concerns. 2.The North American Industry Classification System (NAICS) is 238160, Roofing Contractors. The small business size standard is $15.0 million. 3.The project magnitude is between $250,000 and $500,000. 4.The date, time, meeting location, and point of contact for the site visit will be provided with the solicitation package. 5.The contractor receiving award is expected to perform at least 25% of the work utilizing their own employees. 6.Contractors must have an active registration in System Award Management (SAM) before award can be made. Contractors can register at www.sam.gov/. AN OFFEROR MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE: a.Using the Past Experience/ History form (Attachment #1), provide a listing of at least 3 past or current roofing contracts/projects your firm performed for construction efforts, in the same size (Between $250,000 and $500,000) and scope of this project. Contracts/projects must be either in process or within the last 5 years. Scope is described above. Similar work must include FAA Centers, Towers, or other life-critical facilities. Offeror shall identify the contracting agency, (FAA, Other Federal, State, local governments, and private). You must provide the contract number or project identifier, which includes a reference point of contact and his/her current email and phone number. b.Complete and return the Business Declaration form (Attachment #2) and Document Security Notice to Prospective Offerors form (Attachment#3). c.A copy of your 8(a) approval letter d.A letter from your financial institution, dated within the last 30 days that indicates you have adequate financial resources or a line of credit sufficient to finance this project. To be considered adequate the letter should indicate that you maintain six figure bank balance or more or have a line of credit sufficient to finance a six figure project. In addition, provide the financial institution name, address, telephone number and contact person. If required by your financial institution, please provide a separate statement, executed by an authorized representative of your firm, providing the FAA written authorization to verify financial information, to include account balances, with your financial institution. The information provided will also be used as part of the responsibility determination. FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL DEEM THE REQUEST FOR SOLICITATION AS NON-RESPONSIVE.
