- Q&A Template DRAFT RFP Pre-Solicitation Notice Solicitation No. HC1047-16-R-4008 Purpose: The purpose of this synopsis is to provide a notice to the public. Authority: DISA is issuing the synopsis in accordance with FAR Part 5.204 Presolicitation Notices. Description: DISA requires services for conducting cost estimates and business analyses, and providing financial analytical and budget formulation. Sole Source/Competitive Acquisition: This will be a competitive acquisition set-aside for Economically Disadvantaged Women Owned Small Business (EDWOSB) small business. Contract Type: Firm Fixed Price Period of Performance: This acquisition contains a base year with 4 one-year option periods for a total contract period of performance of 5 years. Expiration of this synopsis/notice: Close of business, 5:00pm., Eastern Standard Time, 27 January 2016. Release Date of the Solicitation: The solicitation will be used in accordance with FAR Part 15, Contracting by Negotiation. It is anticipated that the Request for Proposal (RFP) will be issued on or about 27 January 2016 via Federal Business Opportunities (FEDBIZOpps) website at http://www.fbo.gov. The RFP number is HC1047-16-R-4008 and the draft RFP has been provided with this notice.
