- This Request for Information (RFI) is issued for information and planning purposes. This is not a Request for Proposals (RFP) or solicitation. This agency has not made a final commitment or authorization to incur costs in anticipation of such procurement. This agency is interested in obtaining responses to this RFI, but no reimbursement will be provided for this information; therefore USTRANSCOM will accept the requested information in any format provided. The US Transportation Command (USTRANSCOM) is conducting market research to identify air carriers with rotary-wing and fixed-wing aircraft capable of providing air transportation of passengers/cargo, drone recovery services, and range test support for NAWCWD, Pt. Mugu, CA and assigned tenants and activities. Fixed-wing aircraft must have a separate cargo area for large, bulky cargo, have the capability to be equipped with UHF radios capable of transmitting and receiving Navy frequencies, and if requested, shall be contractor-provided. Rotary-wing aircraft must be equipped with night-flying equipment and have the capability of landing on pitching and rolling decks of ships at sea. Contractor pilots performing shipboard landings shall have completed training conducted by the Navy and meet subsequent proficiency and currency requirements to ensure standardization with shipboard guidelines. Rotary-wing aircraft must have the capability to be equipped with UHF radios capable of transmitting and receiving Navy frequencies. If requested by the Government, the UHF radio shall be contractor-provided. Specific Requirements follow: 1) Fixed-wing aircraft with a minimum payload capability of 800 lbs and flight range of 200 nautical miles and the capability of carrying up to four passengers, cargo, or any combination up to the capacity of the aircraft are required. 2) Fixed-wing aircraft with a minimum payload capability of 1600 lbs and flight range of 200 nautical miles and the capability of carrying up to eight passengers, cargo, or any combination up to the capacity of the aircraft are required. 3) Rotary-wing aircraft with a minimum payload capability of 600 lbs and flight duration of at least 1.5 hours and the capability of carrying up to three passengers, cargo, or any combination up to the capacity of the aircraft are required. 4) Rotary-wing aircraft with a minimum payload capability of 1000 lbs and flight duration of at least 1.5 hours and the capability of carrying up to five passengers, cargo, or any combination up to the capacity of the aircraft are required. 5) Rotary-wing aircraft with a minimum payload capability of 2500 lbs and flight duration of at least 2.0 hours and the capability of carrying up to nine passengers, cargo, or any combination up to the capacity of the aircraft are required. 6) Rotary-wing aircraft capable of locating, recovering, and transporting 500 lb drones from the open sea. 7) Rotary-wing aircraft capable of locating, recovering, and transporting 2,500 lb drones from the open sea. We are required to conduct market research as part of acquisition planning. Please provide the following information and any other information you think might be helpful in the procurement of this service: a) Are you currently a DOD approved air carrier? b) Is your company a certificated FAR Part 135 or 121 air carrier? c) Is your business large or small (NAICS 481211)? d) What is the size status of your business? (Small Business Concern, HUBZone Small Business Concern, Veteran-Owned Small Business Concern, Service-Disabled Veteran Owned Small Business Concern, Small Disadvantaged Business Concern, Women-Owned Small Business Concern, Women-Owned Business Concern, Large Business) e) List your company's type of rotary-wing and fixed-wing aircraft available and their capabilities (speed, range, payload, number of passenger seats, baggage, etc.) f) Can your aircraft meet the specific requirements as stated above? g) Estimated price or price range per hour for each type of aircraft listed above. h) How is service utilizing these aircraft priced in the commercial market? Is per-hour acceptable? i) What types of expenses are considered reimbursable? j) How much advance notice do you require prior to scheduling a flight? k) What is the normal length of contract in this industry? l) Are options to extend services or options to extend the term of contracts common in the commercial market? m) Are Requirements-type contracts used in the commercial market for these type of services? The applicable North American Industry Classification System (NAICS) code is 481211. The SBA size standard for this NAICS is 1500 employees.
