Description
SPECIAL NOTICE This is neither a formal request for proposal (RFP) nor a formal request for quote (RFQ). The Government will not reimburse any costs associated with the development and submission of materials in response to this request. No solicitation is available at this time; however, should such a requirement materialize, no basis for claims against the Naval Research Laboratory (NRL) shall arise as a result of a response to this Sources Sought notice or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The purpose of this RFI is to ascertain the capability of companies to procure and modify a DHC-6 Twin Otter aircraft to carriage and utilization of scientific research payloads. The Navy seeks to understand (1) the availability of acceptable airframes and (2) the technical, cost and schedule risks associated with modifying the existing platform to meet NAVAIR flight clearance requirements. DESCRIPTION OF PLATFORM AND MODIFICATIONS PLATFORM - this RFI solicits information on an aircraft that will meet the airborne S&T needs of the Naval Research Enterprise for the next decade. Candidate aircraft should be a DHC-6 (200/300/400) and either be "re-lifed" to zero hours of fatigue life/flight cycles or have sufficient flight hours/flight cycles remaining to satisfy the government anticipated usage of 1500 hours per year. MODIFICATIONS - this RFI solicits information on company capabilities to perform the following modifications. • INTERIOR RACKS / WORKSTATIONS CONFIGURATION. The aircraft shall permit NRL to mount standard 20G airworthy equipment racks within the cabin (equipment and racks to be provided by NRL) while simultaneously accommodating scientific workstations. The rack mounting structure shall accommodate standard 19" rack components; rack dimensions are 22" wide, 30" deep, 52" high. Rack gussets (if required) will not cut into the useable space within the rack. Weight capacity for rack locations shall meet or exceed 350lbs. • CARGO AREA CONFIGURATION. The cargo area shall be configured to accommodate airworthy 20G rack installations with provisioning for cable runs to sensor areas and interior workstations. • CREW STATION PROVISIONING. All crew positions shall contain provisioning for: • Power, control cabling and ICS • ICS SYSTEM. A configurable mission ICS system shall be installed that (1) allows all mission personnel to have ICS with each and the flight crew (via separate nets if required), (2) Allows operators the capability to transmit and receive on mission radios, and (3) allows the mission crew to monitor flight station radios so that they don't step on flight station radio communications • POWER REQUIREMENTS / DISTRIBUTION SYSTEM. The aircraft shall be configured with a power distribution system to provide power to the cabin equipment, racks, sensors, workstations. The power distribution system total power requirements are 8kw and shall contain provisioning to convert and distribute power as either 28vdc, 120vac 60hz, and 120vac 400hz 3 phase such that it can be configured to meet project needs. • MISSION SPECIFIC AVIONICS - • A research grade Navigation System (GPS/INS) shall be installed that, at a minimum, is capable of providing master position, attitude, velocity (in all axes) and time server information to all sensors, racks and workstations as required. • A dedicated mission VHF/UHF/Maritime Band radio shall be installed for utilization by mission personnel. • OBJECTIVE - a dedicated mission SATCOM system capable of voice/data transmission shall be installed for utilization by mission personnel. Minimum data transmission requirements are 128 kbs. • FLIGHT STATION UPGRADES a digital autopilot shall be installed and flight certified to allow precision flight. • DROPSONDE / SONOBUOY DEPLOYMENT SYSTEM - A dropsonde/sonobuoy free-fall deployment mechanism shall be installed in the aft portion of the cargo area capable of accommodating up to standard "A" size sonobuoy (4 7/8" diameter). • BUBBLE WINDOWS - The aircraft will be modified to install bubble windows on each side of the fuselage at the forward passenger window locations. • ZENITH PORTS IN FUSELAGE. o Three (3) twelve inch (12") diameter ports shall be installed along the top of fuselage. o When not in use the ports shall be covered by airworthy blank off plates. • NADIR PORT. • The aircraft shall be modified to install an optical nadir port in the main cabin (aft). • A large rectangular port with the optical clear (open, no glass) dimensions of approximately 2 ft x 3 ft. • When not in use the port shall be covered by airworthy blank off plates • OPTICAL PORTS IN NOSE. • The aircraft shall be modified to install two (2) optical ports in the nose for sensor placement. • Open ports (no glass) in the nose (downlooking) that can accommodate multiple optical sensors. • When not being utilized, the ports shall be covered with airworthy blankoff plates. • Requires provisioning for cable runs from the nose to the cabin workstations • UNDERSIDE OF FUSELAGE MODIFICATIONS. • The underside of the aircraft fuselage shall be modified to allow carriage of sensor packages (radars, optical turrets, etc.) as per project needs. • A removable radomes large enough to accommodate an antenna approximately 10 feet long in the flight direction, 2 feet in the cross track direction, and 2 feet in the vertical direction shall be constructed and installed. • The radomes shall support a payload weighing at least 80 lbs. • Aircraft shall be cleared for flight with or without the belly radome installed. • The underside modifications shall be positioned between the fore and aft landing gear • Pass throughs with blank-off plates will be installed to minimize future integration efforts • WING PYLONS/HARD POINTS. Two hardpoints per wing shall be installed capable of carrying up to a 100lb probe. Cable runs will be installed in the wing to allow rapid wiring reconfiguration. • OPTICAL/IMAGING SENSOR PROVISIONING. • The aircraft shall be modified to allow customer installation/carriage/utilization of multi-sensor, multi-spectral imagery systems (i.e., MX-15/MX-20 cameras) in the nose. • Acceptable solution is support structure installation and cable pass throughs to allow rapid installation of the camera in the large optical port being installed in the nose of the aircraft. CONTRACTOR RESPONSE FORMAT The NRL asks that interested parties, at a minimum, supply the following information: a. Name of company and point of contact (POC) b. Telephone number, fax number, address, and e-mail address of POC c. Business size and number of employees d. Capabilities statement, including relevant experience in providing the required supply and scheduling information e. A rough cost estimate Maximum Length of Submission: 10 pages All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such.
