This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation issued as a request for quote (RFQ) number W911WN-16-Q-6869. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85. The NAICS Code for this acquisition is 561730, Removal of dead ash trees at Shenango Recreational Area. The Small Business Size Standard for this NAICS Code is $7.5 Million. In accordance with FAR 52.219-27, this requirement is 100% Set-Aside for Service Disabled Veteran Owned Small Business concerns. Any resultant contract shall be Firm-Fixed Price, and one award is anticipated. Line Item Number Description of Item Quantity Unit of Measure 0001 Removal and replanting of Dead Ash trees according to the Performance Work Statement 1 job Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, expertise and related supplies to fell dead trees and plant procured trees in lieu of the removed trees. Additional tasks are required in accordance with the Performance Work Statement. The Government will furnish no materials, labor, or equipment unless specifically identified in the Government-furnished property and work clause. The purpose of this contract is to remove 55 dead trees and replant 100 2-3 inch native trees (Nursery Stock) including deciduous and conifer saplings at the campground at Shenango Lake, Hermitage, PA in accordance with the Performance Work Statement. The Contractor will be required to fell marked trees, chip limbs, cut tree trunks into 2-3 ft sections, cut stumps to ground level, and procure and plant 100 replacement trees with a 2-3 inch caliper. Since the work is of a potentially dangerous nature and requires special expertise, it will be conducted by a company deriving a majority of its annual income from tree removal and planting work, with employees that are trained and skilled in all phases of tree removal and planting. The Contractor will be fully insured and provide proof of such insurance. Required Performance Date is as follows: Tree cutting must be completed not later than 31 March 2016; replacement planting must be completed by 6 May 2016. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
