- Questions and Answers QUESTIONS AND ANSWERS RFQ M67001-16-Q-0040 Steam Plant Chemicals QUESTION: 2 Technical Requirements. b). Sodium sulfite oxygen scavenger - are you requesting a dry or liquid based sulfite? If dry do you have mix tanks? You do want catalyzed sodium sulfite, correct? ANSWER: We are requesting dry sulfite treatment. Yes, catalyzed sodium sulfite. We have batch tanks for mixing dry sulfite at the larger plants. QUESTION: Section 2.1.9.4 Weekly. Are routine service visits at a weekly interval? *as an example per month: large steam plants week 1, small steam plants group A week 2, small steam plants group B week 3, hot water boilers (first 20) week 4 *hot water boilers would be checked monthly at 20 site intervals....month 1 - 20, month 2 - 20, month 3 - 20, month 4 - 20, month 5 - 20, month 6 - none (repeat for months 7 - 12 to get the loops checked twice annually) ANSWER: Routine service visits are weekly for steam plant monitoring and treatment only. We would like our treatment inventory monitored and maintained so that we don't run out of treatment. The example above is good for routine visits. Our current contractor tests the steam supply and condensate return systems at least monthly. This has worked well for us. We would expect the contractor to inform operations and the chemist of any plant related issues they might find. This may include visiting and testing one or more plants multiple times to help resolve any issues. Hot water boiler monitoring by the contractor is not included in this contract. This contract covers chemical supply and test kits and reagents for hot water boiler systems. QUESTION: Section 2.2 Equipment Requirements 2.2.2 - Should these tanks be double walled tanks (self-contained) and will they be located inside or outside? ANSWER: We currently have both inside and outside tanks. Outside tanks are double walled except where they have secondary containment. Inside or outside tanks installed under this contract should be double walled. The Environmental Management Division MCBCL specifies storage tanks 50 gal. and above be double walled or have secondary containment. QUESTION: 2.2.3 - How many chemical feed pumps will need to be replaced and are these to be included in the fixed price? ANSWER: Currently there are no chemical feed pumps that need to be replaced. Price of pumps will be included in the fixed price. QUESTION: 2.2.4 - How many neat chemical feed tanks and pumps for future small plants will there be and are these to be included in the fixed price? ANSWER: We have plans for 7 new steam plants to go online in the future. This should include 14 chemical tanks and 14 chemical pumps. These should be included in the fixed price. QUESTION: 2.2.5 - Is the heat tracing to be included in the fixed price and if so is there a specific scope / # locations / etc.? ANSWER: Heat tracing will be included in the fixed price if required. We have been able in the past to place our treatments inside plants to avoid freezing. We don't have a specific scope or location where heat tracing may be required in the future. QUESTION: (4) Service. h & j state to provide 8 combined water test kits and 8 conductivity meters, but in 2.1.11 & 2.1.13 it states to provide 6 of each? ANSWER: Please provide 6 combined test kits and 6 conductivity meters. QUESTION: (5) Equipment. Do the tanks have to be stainless? ANSWER: Tanks do not need to be stainless unless required for storage of treatment or required for chemical feed. QUESTION: Install stainless chemical feed piping, valves and gauges for bulk neat feed. In section 2.2 Equipment Requirements it states **The Government will install and maintain feed lines pertaining to all chemical pumps included in this contract**. Just some clarification on whose responsibility this will be? ANSWER: Feed lines will be the responsibility of the government. QUESTION: Do you know if liquid for powdered sulfite is required? The other chemicals are all liquid as the unit of measure is gallons, but the sulfite unit of measure is pounds. The problem is that sometimes liquids are priced in pounds also. ANSWER: Solid sulfite.
