- Synopsis: This is NOT a solicitation announcement. This is a Sources Sought Notice only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not be responsible for any costs incurred by interested parties responding to this Sources Sought nor otherwise pay for the preparation of any information presented or the use of any such information. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled Veteran-Owned, Veteran-Owned Small Business, Women Owned Small Business, HubZone 8(a), 8(a), HubZone, Small Business, Emerging Small Business, Small Disadvantaged Business (SDB) and Large Business) The Joint Project Manager - Protection (JPM-P), under the Joint Program Executive Office - Chemical and Biological Defense (JPEO-CBD), is responsible for Chemical, Biological, Radiological, and Nuclear (CBRN) protection and hazard mitigation capabilities. JPM-P in coordination with Research Development Engineering Command, Edgewood Chemical Biological Center, Industrial Base Office (RDECOM-ECBC-IB) is interested in collecting information from United States domestic sources who are currently in the research and development and/or manufacturing of hazardous waste containment and transport systems. JPM-P and ECBC-IB are looking for commercially available Contaminated Human Remains Transport (CHRT) case and/or capability to develop a CHRT that meets 49 CFR and United Nations (UN) Hazardous and Infectious Substance Transportation Regulations. Contaminated Human Remains can be infected by biological substances (Class 6.1 or 6.2 Hazards), chemical, and/or radiological warfare agents. The design configuration can contain multiple layers, whereas the system it has to meet specified parameters such as no leak, puncture, drop, pressure and other. The system should have ability be transported by air. It is not anticipated that there is a current product or design that meets all 49 CFR and UN Hazardous Waste Transportation requirements. The order of criticality for hazardous substance leak proof/material corrosion resistance containment are as follows: 1. Biological Infectious Substances and Biological Warfare (BW) 2. Chemical Warfare Agents (CWA) 3. Toxic Industrial Materials (TIM): • Ammonium Hydroxide • Ethylene dibromide • Formaldehyde (Formalin) • Nitric Acid • OMPA • Sulfuric Acid 4. Radiological The specific information requested is products or manufacturing capabilities that are able to support CHRT effort: Products 1. Current products produced by responder that can be used or reconfigured for the CHRT case production. Container can be one layer or may employ multiple layers. a. Brief product description, including BW, CWAs, TIC/TIM, NTAs resistance b. Title 49 Transportation, Parts 100-180 Compliance (specific performance specifications, paragraphs, and/or hazard class) c. Maximum Capacity - liquid, solid, pressurized gas and/or both d. Outer dimensions and weight e. Additional features f. Internal pressure and resistance to puncture g. leak-proof capabilities, seals h. Design configuration i. Cost 2. Potential products, suggested designs that may meet CHRT case requirements with further development a. Brief product description b. Current performance specifications and/or regulatory information c. Maximum Capacity - liquid, solid, and/or both d. Outer dimensions and weight e. Materials used and configuration drawings or description of the concept f. Additional features 3. Current research and development efforts pertinent to CHRT case development a. Brief description of effort b. Timeframe Manufacturing Capabilities Provide description of the design and manufacturing capabilities and R & D efforts in house. Discuss derivative manufacturing capabilities, technologies, and materials utilized within your company that might be used to meet the requirements (i.e., circular looms, thermoplastic composite molding, ultra-high molecular weight polyethylene). Discuss ability to modify existing products, integrate into or develop a prototype model and scale up; manufacturing capacity, skill set key components. Company Profile 1. Company Name and address 2. The market research will assist with development of feasible performance requirements and program goals and milestones. All information received in response to this Sources Sought that is marked proprietary will be handled accordingly. Responses to the Sources Sought will not be returned. Responses to this Sources Sought are not offers for contract and will not be used by the Government to form a binding contract.
