THIS ANNOUNCEMENT BEST VIEWED/DOWNLOADED FROM FAA CONTRACT OPPORTUNITIES WEB SITE, HTTPS://FAACO.FAA.GOV, KEYWORD: 16-R-05357. AMENDMENT A005: Issued January 13, 2016 to add incremental pricing options to CLINs 0004 and 0005, as well as evaluation instructions in reference to incremental pricing. In addition, the requirement for Past Performance information has been clarified to specify that projects submitted for past performance evaluation must have been completed within the last five (5) years. The due date for receipt of proposals has been extended to January 28, 2016. AMENDMENT A004: Issued January 8, 2016 to replace Attachment 1 with Attachment 1R to update the SOW, Attachment 9R is replaced by Attachment 9R(a) to provide completion instructions, and GFE clauses have been added to the SIR. The due date for receipt of proposals has not been changed. AMENDMENT A003: Issued January 4, 2016 to replace Attachment 9 with Attachment 9R to correct the due date for receipt of Past Performance Questionnaires. AMENDMENT A002: Issued December 23, 2015 to extend date for questions to January 6, 2016 and due date for proposals to January 21, 2016. AMENDMENT A001: Issued December 11, 2015 to add Contract Line Items for data requirements. The Federal Aviation Administration (FAA) has a requirement for the acquisition of replacement driver amplifier substrate assemblies and output amplifier substrate assemblies; both subassemblies are used inside the primary power amplifier for the Mode Select Beacon System (Mode S). The Mode S Beacon System is a combined secondary surveillance radar (beacon) and ground-air-ground data link system. Mode S provides positional information and minimizes interference. Mode S provides the medium for a digital data link which can be used to exchange information between aircraft and various air traffic control functions and weather databases. The primary power amplifier produces high power radio frequency (RF) pulses that are radiated in space through the antenna main directional beam (frequency of operation is 1030 MHz). The Government requires form-fit-functional replacement subassemblies that contain modern and available RF components; e.g., the RF transistor(s); that can replace the legacy units. Westinghouse; now Northrop Grumman originally designed, developed, and manufactured the driver amplifier substrate assembly and output amplifier substrate assembly, which were procured by the FAA when the Mode S systems were initially fielded. The available specifications or drawings are provided with this market survey. The subassemblies must adhere to the configuration baselines as defined in the Statement of Work. The requirement is for a one-time fixed-price contract, with a first article delivery of two (2) units of each subassembly and options to buy 50 production units of each subassembly. Your attention is directed to Sections L and M of SIR/RFO DTFAAC-16-R-05357 for instructions for preparation and submission of proposals. The SIR includes a technical evaluation to allow the FAA to determine Best Value. Offerors are required to provide Past Performance Surveys to customers/contractors who are familiar with the work ethic, standards, performance, and deliverables of the prime/general contractor demonstrated through previous or ongoing contracts of a similar nature [Provision L.3(g)(2).] Offerors will complete Page 1 and Page 2, Section A of the Past Performance Surveys and then provide the surveys to their customers, who will in turn complete and return the surveys directly to the Contracting Officer by the due date specified on the surveys. Two (2) to five (5) Past Performance Surveys must be submitted directly to the Contracting Officer. Surveys received after the established due date may not be evaluated. This requirement is 100% set-aside for competition among Small Businesses. The NAICS code applicable to this requirement is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The business size standard for this NAICS is 750 employees. ALL QUESTIONS REGARDING THE PROJECT/SPECIFICATIONS MUST BE RECEIVED IN WRITING (CONNIE.M.HOUPT@FAA.GOV) NO LATER THAN 4:00 P.M. CST ON JANUARY 6, 2016, TO ALLOW FOR RESPONSES TO BE PROVIDED PRIOR TO DUE DATE FOR RECEIPT OF PROPOSALS. Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers (January 28, 2016). Reference AMS Clause 3.3.1-33, paragraph (d), if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror. In addition, offerors must complete and return the attached Business Declaration Form. The form is provided as a separate document under this announcement. The FAA reserves the right to review and verify each offeror's program eligibility. Proposals must be received electronically by the FAA Contracting Officer, connie.m.houpt@faagov, no later than 2:00 p.m. CST, January 28, 2016. Any responses received after 2:00 p.m. CST, January 28, 2016, may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals, incorporated by reference in the solicitation. If all requested information is not furnished, the vendor's response may be determined ineligible.
