- CHS-4 Extension questions SOW for CHS-4 Description of Action: This notice attempts to identify sources of expertise available for supporting the CHS Project Leader Office (PLO) and for procuring and integrating tactical hardware requirements. This effort will include: continued procurement of hardware, engineering and integration, environmental ruggedization, repair of current fielded systems, Task Order (TO) services and maintenance of the total customer assets. The current CHS-4 contract has a Period of Performance (PoP) to Aug 24, 2016. As a result, PdL CHS is preparing for a CHS-4 extension contract which will continue to provide support, to meet Unit Set Fielding (USF) and fielding schedules, to provide enhancements to Commercial Off the Shelf (COTS) products, and maintenance of the tactical systems. Description of Support/Services for Tactical Requirements: The CHS program improves interoperability and connectivity on the battlefield by providing state-of-the-art, fully qualified, interoperable, compatible, deployable and survivable equipment. Additionally, the CHS-4 contract provides worldwide repair, maintenance, and logistics services through RSCs. The CHS program is instrumental in equipping mission requirement on the battlefield. The overall goal is to improve and provide the warfighter with new technology, interoperability and lower life cycle costs by standardizing battlefield command and control (C2) automation through the centralized acquisition of CHS contract through the use of common hardware platforms. In addition, the CHS-4 contract provides commercial, ruggedized and near military specification versions of computers, peripherals, and networking devices while also providing industry-based services, products, and logistical support enhanced on COTS Information Technology (IT) that meets the unique requirements of Tactical Warfighter mission (and fielded units). The CHS-4 equipment consists but is not limited to computers, handhelds, printers, Power Supplies, IP communication devices, and network equipment, to include routers, switches, media converters, and storage appliances. Additionally, custom Operational Transit Cases (OTC), storage cases, custom mounts and Installation Kits (IK’s) are required to meet stakeholder requirements. Demands for equipment procured through the CHS-4 contract have continued to significantly increase each year, and greater volume is anticipated as a result of augmented Warfighter requirements associated with Program Manager (PM) operational tactical fielding schedules to maintain mission needs. Based on these demands, the CHS-4 extension will be required to meet these tactical requirements. The proposed CHS-4 extension and ordering period is needed to provide seamless support, sustainment and delivery of supply chain demands until award of the CHS-5 contract.
