Description
VAAA AIS W2W Performance Enhancement Solution RFI THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. PURPOSE: The VA Acquisition Academy's (VAAA) Acquisition Internship School (AIS) located in Frederick MD is seeking information on how an interested Contractor can provide mental skills and peak performance training for the VA's Warrior to Workforce program. The VA is looking for a vendor who has a proven and successful program. The program shall include components that will enable the veteran to: "Transition from the military to the civilian federal workforce "Cope with potentially significant physical, psychological and emotional challenges following their discharge from the military. "Control emotions and respond to any situations "Manage and minimize stress BACKGROUND: The Veterans Affairs (VA) Acquisition Academy's Acquisition Internship School's Warriors to Workforce (W2W) program is designed to prepare wounded veterans for a successful transition into a career as a Contract Specialist (GS-1102). This training will provide wounded veterans "interns" with the training and education to support a Federal Acquisition Certification in Contracting (FAC-C) Levels I & II and prepare them to become trusted business partners for the Federal Government. This training program will focus on developing individuals with academic, mental and emotional strengths needed to succeed in their new endeavors. In the first year of the program, interns will complete college courses to satisfy the 24 hours of business credits required for the Contract Specialist GS 1102 job series. During years two and three, interns will receive formal Contracting (CON) courses; formal Professional Development (PROF) courses, and participation in Skill Building (SBLD) activities, wellness training, and job rotation opportunities through the VA. Interns will also participate in mission service activities and personal development opportunities. At the end of year three, interns will be infused into the VA workforce to meet the needs of contracting organizations throughout the country. In addition to the Contract Specialist 1102 training, a critical component of the W2W program is performance training and performance psychology. We have found performance training and performance psychology are effective complements to the technical training in this developmental program. This approach is supported by the evidence that under conditions of high stress and demand, the ability to manage mental, emotional and physiological responses leads directly to achieving extraordinary performance. The W2W curriculum provides a mental skills training component that focuses on developing mental and emotional strengths needed to succeed in this challenging career series. Additionally, the program emphasizes the ability to set and attain goals, to have a positive and optimistic outlook, to thrive under conditions of stress and pressure, to maintain focus and concentration amidst distractions, and to envision successful performance and desired outcomes. The purpose of the training is to provide mental skills and performance training for the VA's W2W program. The mental skills and performance training will develop participants' ability to achieve resilience, self-confidence, adaptability and mental agility. INFORMATION REQUESTED: The VAAA AIS is requesting responders provide a capabilities statement describing their program and how it addresses the components listed under the purpose section above. Questions concerning this RFI may be submitted to kyle.shaffer@va.gov.
